Wood is currently hiring for the Lead Technical Safety Engineer role in Qatar. Responsibilities Provide integrity assurance of process designs through appropriate application of Shell technical standards and specifications, implementation of DCAF, and review of design deliverables and activities. Ensure schedule and cost considerations are included in design decisions, while maintaining primary responsibility to assure safe and appropriate quality designs. Ensure repeated delivery of projects with HSSE & SP risk managed to as low as reasonably practicable (ALARP), creating a workplace without harm. Ensure Technical HSE Engineering activities are aligned with Shell's Project Delivery Roadmap and Opportunity Realization Process. Support the company in auditing construction field activities for compliance and assist in resolving field non-conformance issues as required. Ensure design meets the requirements of Shell's HSSE Framework. Design and develop innovative technical approaches to broader Technical HSE engineering issues and contribute to continuous business improvement initiatives. Deliver integrated HSE risk management support across the full lifecycle of projects, including hazard identification, major hazard assessment, HSE Cases development, layout reviews, human factors, health risk assessments, ESH impact assessment, as part of the Hazards and Effects Management Process. Identify and communicate HSSE best practices. Provide technical HSE engineering support and delivery in accordance with the HSSE & SP Control Framework, standards, guidelines, and regulatory safety requirements for QPH projects. Be accountable for technical HSE engineering deliverables and engineering execution planning, including providing senior engineering expertise. Work proactively with the Engineering Manager to keep projects on track and achieve Top Quartile (TQ) performance for the portfolio. Drive and deliver increased effectiveness and efficiency in producing project designs through elimination, simplification, standardization, and automation, balanced against the need for Top Quartile FEL and quality designs for Qatar Project Delivery Hub projects. Qualifications BSc. in Chemical Engineering or equivalent from a recognized university. Technical Skills Minimum 15 years' experience in Brown Field Oil and Gas related Technical HSE Design and Engineering, including at least 5 years in Brown Field Oil and Gas Project Delivery as part of an umbrella contract. Experience leading a Technical HSE function within a multidisciplinary workforce. Proven as a professional Technical HSE engineer for projects and plant modifications from front end development through execution, commissioning, and start-up. Fully conversant with quantitative risk and consequences simulation software such as PHAST risk and FRED. Experience working on Shell projects is a distinct advantage. Strong communication and report writing skills, with experience in writing technical reports. Experience in the Middle East, with knowledge of GTL, Gas Processing, and Utilities, as well as front-end and commissioning experience. Proven leadership skills and a strong personal drive to meet deadlines and targets. Experience as an HAZID / HAZOP Secretary is essential.
