Overview: We are looking to hire a Contracts Engineer for a national oil and gas operator in Doha, Qatar. Candidates must have a minimum of 10 years' experience in various stages of pre and post-contract administration/supply chain environment with at least 5 years' experience in the oil and gas industry. Fluency in English is a must. Key Responsibilities: Provide expertise and practical assistance to all assigned Sponsoring/End-user departments in all tendering/contractual matters from the inception of the project till close-out of contracts. Implement purchasing processes effectively, including procurement of materials and equipment, from requisition to delivery and payment. Attend to emergency materials requirements, risk management, and price estimation processes. Review and advise on tendering and contracting strategies, prepare pre-qualification documents, and evaluate bidders. Prepare Tender Plans and strategies, review Scope of Work/Services, and identify contractual gaps and liabilities. Manage tender document consistency, pricing mechanisms, and respond to tenderer queries. Participate in tender meetings, site visits, and discussions with Tenderers. Address deviations in contracts, technical and commercial issues, and ensure timely clarifications. Lead technical and commercial evaluations, prepare reports, and coordinate with stakeholders for contract awards. Manage change processes, evaluate contractor claims, and ensure proper close-out procedures. Monitor supply chain trends, develop sourcing strategies, and participate in performance monitoring and KPI creation. Requirements: BSc in Quantity Surveying/Engineering or equivalent. Minimum 10 years' experience in contract administration/supply chain with at least 5 in oil and gas. Knowledge of contract law and engineering, procurement, and construction techniques. Understanding of different contract types like FEED, ECS, Construction, etc. Knowledge of incoterms, SAP, and commercial implications. Proficient in contract analysis, evaluation, and report writing.
