Procurement Officer (MEP & Civil - Infrastructure Focus) Doha, Qatar Description: We are seeking a highly experienced Procurement Officer to manage the procurement of materials, equipment, and services for our MEP (Mechanical, Electrical, and Plumbing) and Civil construction projects, with a strong emphasis on infrastructure projects. The ideal candidate will possess a deep understanding of construction procurement, particularly in roads and underground utilities, and have proven experience in Ashghal projects. This role demands a detail-oriented professional with excellent negotiation and communication skills, capable of sourcing, negotiating, and securing cost-effective solutions while ensuring timely delivery and adherence to quality standards. Key Responsibilities, Authorities, and Accountabilities: Procure equipment, materials, and systems in compliance with project quality and specification requirements. Source materials, equipment, and services for MEP and Civil construction projects, with a focus on infrastructure projects including roads and underground utilities. Negotiate terms, prices, and contracts with suppliers to achieve favorable outcomes, particularly for Ashghal project requirements. Analyze supplier and subcontractor capabilities to select those who offer high-quality products at competitive prices, considering Ashghal standards. Prepare and issue Request for Quotations (RFQs), Request for Proposals (RFPs), and tender documents, including those specific to Ashghal projects. Evaluate bids and proposals, and recommend contract awards in accordance with company policies and Ashghal regulations. Monitor procurement costs and ensure adherence to project budgets. Identify and implement cost-saving strategies relevant to infrastructure projects. Ensure timely procurement of materials and subcontracts within approved budgets, aligning with project timelines and Ashghal schedules. Coordinate with suppliers to ensure timely delivery of equipment, materials, and systems to support site installation works as per the project schedule, with a focus on roads and underground utilities. Verify that all procured items meet required quality standards and specifications, and coordinate with the Quality Control department for inspections and approvals, adhering to Ashghal standards. Ensure all procurement processes comply with management-approved procedures and policies regarding time, cost, and quality, and Ashghal regulations. Prepare and maintain procurement documentation in accordance with ISO standards and Ashghal requirements. Develop and maintain strong relationships with suppliers and subcontractors, especially those with experience in Ashghal projects. Negotiate with suppliers on lead-time, cost, and quality to maximize benefits for the company, focusing on infrastructure project needs. Manage supplier performance to meet objectives related to cost, delivery, schedule, and quality, specifically for roads and underground utilities. Liaise with suppliers to ensure on-time deliveries of final products, aligning with project milestones and Ashghal deadlines. Develop and implement procurement strategies to achieve cost savings targets within infrastructure projects. Generate monthly performance reviews and reports focusing on sourcing requirements, particularly for Ashghal projects. Identify potential risks in the supply chain and develop mitigation strategies to address disruptions, with a focus on infrastructure project challenges. Education Qualifications, Certifications, and Experience: Education: Bachelor’s degree in Engineering, Supply Chain Management, Business Administration, or a related field. Experience: Minimum of 10 years of experience in procurement within the construction industry, with specific expertise in MEP and Civil items, and significant experience in infrastructure projects, including roads and underground utilities. Knowledge: Comprehensive understanding of construction materials, equipment, and services. Familiarity with local and international suppliers in the MEP and Civil sectors. Proven experience with Ashghal projects and their specific procurement requirements is essential. Skills: Excellent negotiation, communication, and interpersonal skills. Strong analytical and problem-solving abilities. Proficiency in procurement software and Microsoft Office Suite. Language: Proficiency in English is required. Knowledge of Arabic is an advantage.
