Description and Desired Qualifications

ASHGHAL has embarked on a major programme of expanding and upgrading the wastewater infrastructure in the State of Qatar. The existing sewerage system in Doha consists of shallow sewers and numerous pumping stations. This system is becoming overloaded due to the scale and pace of development in Doha. A major tunnelled interceptor scheme is proposed in the Doha South STW catchment to reduce the number of pumping stations and to meet the long term needs of Doha. This scheme is called IDRIS. IDRIS comprises seven packages: (1) deep trunk sewer tunnel, (2) lateral tunnelled interceptor sewers, (3) terminal pumping station at Doha South STW, (4) forwarding and return TSE pumping stations, (5) sewage forwarding and TSE return mains and (6) new Doha South STW, and (7) ocean outfall.
General Summary:

The Interface Manager - Rail reports directly to the Programme Manager for Public Works Authority (PWA) Infrastructure and is accountable for the monitoring and oversight of all railway works, including Metro Rail, passenger rail, light rail, and freight rail, such railway works are considered Infrastructure under CH2M HILL's Programme Management Consultant (PMC) scope of services.

The general duties and responsibilities of this position are:
•Assure proper interface between all railway works and PWA existing infrastructure components.
•Coordination of railways works and other PWA PMC ongoing programmes
•Initiate stakeholder engagement and integration with CH2MHILL PMC to achieve programme objectives
•Develop interface processes and procedures between all stakeholders
•Actively participate in working groups aimed at providing solutions to delivery challenges, such as construction logistics, existing Infrastructure components, future PWA infrastructure etc.
•Assist in the collection and analysis of project performance data (e.g., schedule, cost, safety, resource requirements, and sustainability.
•Endorse and adhere to programme policies and procedures (i.e., exemplify culture of discipline).
•Foresee programme risks and offer real-time mitigation strategies.

The successful candidate will have a minimum of 10 years of relevant work experience, including both design and construction of complex railway projects and preferably has a B.S. degree. Previous work experience in the State of Qatar is preferred. Because of the size and complexity of the projects being coordinated and monitored, the qualified candidate must demonstrate a high degree of technical proficiency, subject matter expertise, and the necessary interpersonal skills to effectively influence the delivering entities and stakeholders. The candidate must be able to identify potential delivery risks and offer timely technical solutions. Excellent oral and written communication skills in English are required. Ability to speak Arabic is a plus. The applicant must be highly motivated and able to work independently.

Essential Duties & Responsibilities:

As the PMC, CH2M HILL is directly responsible for PWA developer services, The position of Interface Manager will therefore require close coordination, alignment, and communication among the delivering entities, key stakeholders and the PMC team

The delegated authority limits of the Interface Manager will be determined with client team and communicated through programme governance.

The specific requirements and accountabilities of this position are as follows:
•Liaise with the delivering parties and all affected stakeholders
•Participate in working groups addressing logistics and coordination with the PWA , interface management, business process efficiency
•Assess existing and future Infrastructure for proper coordination.
•Evaluate design documents to assess constructability purposes
•Cooperate with municipalities and approving authorities.
•Foresee project risks, offer real-time mitigation strategies, and report high risk matters to the PMC
•Prepare monthly reports and other documentation as requested.
•Visit work sites, observe situations and prepare reports of observations and findings.
•Enforce provisions of Memoranda of Understanding and Cooperation Agreements with PWA.
•Validate accuracy of information reported by delivering entities
•Coordinate with other PWA interfacing infrastructure projects (PMC's).
•Communicate with others in an effective and respectful manner.
•Adhere to all programme governance, policies, and processes.
•Adhere to the high ethical standards of CH2M HILL.
•Represent CH2M HILL with the highest level of professionalism.

The successful candidate must have the following:
•Requisite number of years of relevant work experience, including both design and construction of complex railway projects.
•Minimum of 5 years as a lead project or programme manager.
•Preference will be given to previous work experience in the State of Qatar.
•High degree of technical proficiency in the successful delivery of programmes and/or projects of similar size and complexity.
•Maturity and interpersonal skills needed to effectively influence the delivering entities and stakeholders.
•Experience in effective cost and schedule management.
•Proficiency in risk management, safety, quality and sustainability aspects.
•Excellent oral and written communication skills in English.
•Preference will be given to those who can communicate in English and Arabic.
•Motivated and able to work independently.
•Demonstrated adherence to high ethical standards.
