2. Role Purpose:
Health care business development manager in a highly demanding job for a prestigious eye care medical center in Dubai Healthcare City:
To formulate performance measurement standards and criteria and to carry out periodic assessment and monitoring of performance against plan.
To assist CEO in setting the business development strategies in accordance with Sharif Eye Center's vision.
To assist CEO in managing the strategic direction of the Business and in developing the Business plans and budgets of the organization.
To develop and manage a process for facilitating timely preparation and consolidation of operational eye services in a competitive health sector.
To formulate and implement short - term and long - term goals.
To boost Sharif Eye Centers reach within its respective competitive sector.
To update policy and procedures of the medical center.
To supervise medical and non medical employees.

4. Key Accountabilities
Business Planning & Alignment Function
Responsible for developing strategies and plans for the Business Planning & Alignment function in line with the Sharif Eye Centers guidelines and overall Company strategy and vision to ensure departmental objectives are achieved.
Responsible for obtaining approvals on medical center plans and budgets.
Responsible for assisting CEO in setting the strategic direction of the Business and in developing the business plans and budgets of the organization.
Responsible for monitoring the implementation of the business plans and reporting on progress of these plans, and to recommend alternative actionable points/ strategies in case of changing market dynamics.
Strategy
Articulates the overall Sharif Eye Centers positioning to staff across the organisation, and provides a technical and financial framework to facilitate development of their long-term strategic plans.
Responsible for providing guidance, expertise and advice to business heads on developing their strategies to achieve agreed business targets
Annual Budgets
Responsible for developing and establishing a framework for collection of data and information for the preparation of operational annual budgets.
Identifies risks and manages efficiently.
Development of Plans
Responsible for developing tools and techniques to convert organisational strategy and objectives into quantifiable and measurable plans at the overall as well as business unit level.
Planning and Analysis Models
Responsible for developing and recommending planning models and templates to facilitate the timely preparation of budgetary and business plans by business and functional units.
Responsible for coordinating/ conducting trainings and awareness sessions to ensure the understanding of adopted planning models at Sharif Eye Centers for all employees.
Long Term Business Plans
Responsible for providing guidance, expertise and advice to business and functional units to facilitate target setting and timely formulation of their Quarterly (4 monthly) business plans.
Key Performance Indicators
Responsible for developing quality standards for business planning and key performance indicators to facilitate performance measurement.
Performance Review
Responsible for setting up Balanced Scorecard models for the service unit in coordination with the medical center functions and in accordance with the Sharif Eye Centers regional strategy
Responsible for monitoring and reviewing the business performance of various medical center aspects of the Sharif Eye Center- Dubai according to set criteria and parameters on a periodic basis and highlights variances with the CEO.
Decision Support
Responsible for preparing reports, trends and analyses for CEO on relevant aspects of business planning and performance measurement to help decision making.
Feasibility Studies
Responsible for supervising and conducting financial analysis and feasibility studies in order to provide quality decision making support.
Business Intelligence
Responsible for supervising the business intelligence function and establishing communications with commercial health sector institutions locally and internationally for gathering information and ideas.
Best Practice Budgeting Processes
Responsible for identifying and introducing best practices in the process of planning, service quality and safety for Sharif Eye Centers to ensure speed, quality and consistency of the process.
Team Development
Participates in as appropriate in the recruitment, training, development, management and motivation of staff and encourages them to ensure high levels of motivation, commitment and quality are maintained.
5. Job Communication:
Regular communication with the CEO and COO to obtain approvals and report results and progress.
On-going communication with Healthcare unit heads in clarifying and developing business plans and ensuring their alignment to corporate strategy and objectives.
Presentations to Management Team and CEO of plan documents, reports and studies.
Communication with own staff to provide leadership and guidance on a day to day basis
6. Decision Making:
Jobholder has a key role in development of budgeting as a corporate process and works under the guidance of the CEO.
Jobholder works within own defined framework after finding approval from the CEO.
Jobholder plays a key role in developing and recommending alternatives following feasibility studies.
Jobholder reviews of all budgets initially submitted by accountants, querying and obtaining explanations and presenting to the CEO for discussion,final approval by CEO and adoption.
7. Qualifications, Experience, Knowledge:
BA Degree in Business Administration (Essential), MBA Degree in Business Administration (Preferable) and/or any related field (Preferable)
5 to 10 years of experience in Medical or Hospital sector with 3 years of planning at a corporate level.
Wide range of experience in managing medical centers, staff and dealing with patients on variety of issues.
Strong analytical and business awareness skills.
Sound financial and accounting knowledge.
Sound knowledge of the business environment and trends.
Sound understanding of Sharif Eye Centers portfolio of business and strategic vision.
Good communication skills in Arabic (Essential), English (Essential)
