• Manage, coordinate and direct the implementation and operation of all Departments Quality Assurance/Quality Control (QA/QC) Program for all fabrication and other capital projects.
• Maintain and update Department's Standard Drawings, Specifications, Design Criteria, Policies and Procedures Manuals and other industry reference standards and resources.
• Manage the QA/QC program for all fabrication and provide to consultants and contractors a clear definition of all facets of the QA/QC program requirements for project design and construction.
• Conduct audits of consultants' and contractors' QA/QC programs for all capital projects.
• Review with engineering staff and design consultant's details of project standards and procedures.
• Review and analyze design and construction documents at milestone stages of development for compliance with criteria and standards, as well as applicable building codes and industry standards.
• Support constructability reviews and project peer reviews.
• Conduct periodic construction phase audits to ensure compliance with applicable contract terms and conditions, change order documentation and other related aspects of the work for each capital project.
• Monitor and audit fabrication, installation, construction, testing and start-up activities to verify adherence to design, contract and procurement requirements for all capital projects.
• Assist with review of project close-out documents and execution of System Safety Certification process.
• Ensure compliance with all applicable policies, rules, regulations, building codes and laws.
• Stay abreast of all legal, regulatory and policy developments affecting areas of responsibility.
• Enforce legal, regulatory requirements impartially.
• Investigate complaints or unusual situations to safeguard the integrity of facilities and systems and participate in resolution of problems.
• Meet with legal counsel and Federal, State or Local government representatives to obtain and provide information or to obtain appropriate authorizations.
• Coordinate Configuration Change Management process to implement modification of existing standards, criteria and details.
• Supervise QA/QC technical and clerical staff.
• Research Department document files and other resources for technical information requested by Department staff or other Bi-State personnel.
• Attend Continuing Education seminars, conferences and courses to maintain current knowledge of Building Codes, ADA Guidelines and other industry standards and practices.
• Conduct periodic audits of Department's Document Control function.

Knowledge, Skills, & Abilities
• Extensive knowledge of quality assurance/quality control principles, practices and procedures.
• Extensive knowledge of architectural and engineering design, and construction management principles and practices.
• Extensive knowledge Building Codes, ADA Guidelines and other industry reference standards.
• Extensive knowledge of light rail systems planning, design and integration.
• Extensive knowledge of building materials and equipment, construction practices and techniques.
• Extensive knowledge of Federal, State and Local laws and regulations governing construction activities.
• Extensive ability to read and understand design drawings, specifications, geotechnical reports, and industry reference standards and documents.
• Considerable ability in use of computer hardware and software for word processing, spreadsheet, database and CADD applications.
• Ability to evaluate program effectiveness.
• Ability to communicate effectively, both orally and in writing.
• Industry knowledge in AISC Industry Standards.
• Experience in a manufacturing/shop environment - Structural Steel experience preferred
• Expert welding knowledge
• Performing and/or coordinating QA functions such as inspections, physical and chemical testing, qualification testing, non-destructive testing, and witnessing formal operational tests as assigned.
• Preforming welder certification testing and manage the certification data base.
• Reviewing LSI welding specifications and supporting with audits of QMS.
• Working closely with manufacturing operations to advise on welding procedure, welding quality and fabrication processes in general.
• Must have strong written and oral communication skills
• Must have sufficient Quality Assurance experience and certifications and expertise to be able to evaluate, analyze, communicate, and discuss QA issues effectively with LSI Management, personnel.
• Have skill in handling multiple responsibilities, setting priorities, managing tasks, and overseeing multiple projects simultaneously.
• Have demonstrated skill in working under time pressure and in the ability to adapt in rapidly changing environments.
• Demonstrate working knowledge of QA industry references.
• Be proficient in computer operation, word processing, and spreadsheet skills.
• AWS Certified Welding Inspector (CWI). Applicants must have a valid certification.
• At least 2 years of quality experience in general industry.
• Ability to interpret specifications, mechanical drawings, P&ID's, and blueprints.
• Ability to communicate requirements in an industrial environment, and to give effective direction by using written, verbal, or sketching/Cad.
• Thorough familiarity with and understanding of AWS,
• Familiarity with AISC and Mil-Spec.
• Understanding and familiarity with ISO Certification
Qualification:
• and Professional Architect or Engineer License required in Architecture, Engineering or Construction Management.
