JOB PURPOSE
Manage the development and implementation of procurement activities, policies and processes, and convert the business direction into realised procurement strategies and initiatives through liaising and communicating with internal senior management and external stakeholders and senior business professionals in order to support in meeting Expo 2020's business needs / providing high-quality items and supplies whilst maintaining cost efficiency


ROLE DESCRIPTION

STRATEGY AND PERFORMANCE MANAGEMENT
*  Contribute to the development and implementation of the Procurement department strategy by cascading it to action plans to ensure alignment to Expo 2020's overall strategy
*  Establishment and management of key supply chain KPI systems and data gathering

DAY-TO-DAY MANAGEMENT
*  Manage the day-to-day operations of procurement function providing some guidance in the related area, encouraging teamwork and facilitating related professional work processes in order to achieve high performance standards

CONTRACT MANAGEMENT
*  Manage contract creation, execution and analysis for maximizing operational and financial performance and minimizing risk
*  Establish, implement and manage the standard contract tendering and contractual documentation
*  Handle on going issue, change management and necessary modifications in the contract ensuring both parties meet or exceed each other's Expectations
*  Monitor transaction compliance (milestone, deliverables, invoicing, etc.) to ensure all contractual obligations are fulfilled
*  Maintain Contractual records and documentation and ensure Contract close out, extension or renewal

PROJECT DELIVERY AND COMPLETION
*  Establish a procurement strategy document for key projects, disseminate to the team and report progress to ensure alignment to Expo 2020's overall strategy and objectives
*  Manage the procurement process including procurement scheduling activities, scoping and tendering packages, evaluation, negotiation and finalisation and production of robust documentation in order to ensure compliance to set procurement policies and processes
*  Provide regular exception and performance reporting on resource and operational issues across all assignment to ensure any performance deviations are addressed in a timely manner

SAVINGS AND INITIATIVES
*  Implement effective cost management techniques and initiatives, and drive cost saving strategic initiatives to ensure that Expo 2020 gets best value for each dirham spend
*  Manage pricing and contract negotiation in line with changing business requirements

VENDOR MANAGEMENT
*  Monitor and report on supplier performance, and facilitate regular performance reviews with stakeholders in order to assess value and quality of supplier services / products and inform decision-making on future collaborations
*  Maintain and regularly update qualified business suppliers' database, in line with Expo 2020 business needs, to ensure data on suppliers is easily stored, accessed and retrieved

RELATIONSHIP MANAGEMENT
*  Establish and maintain productive relationships with key stakeholders to ensure engagement in all activities and support for procurement strategy

POLICIES AND PROCEDURES
* Manage the development and implementation of the procurement function policies, processes and procedures to ensure fulfillment of legislative / procedure requirements and alignment to operations

SUBORDINATES SUPERVISION
*  Supervise the activities of subordinates to ensure that all work within procurement function is carried out in an efficient manner and in compliance with the set policies, processes and procedures
*  Identify procurement staff development opportunities and assist in establishing an annual staff development plan

EHS (Environment, Health and Safety)
*  Comply with all relevant environment, health and safety procedures to ensure a healthy and safe work environment

CONTINUOUS IMPROVEMENT
*  Stimulate subordinates and contribute to the identification of opportunities for continuous improvement of procurement processes and practices taking into account 'international best practice', improvement of business processes, cost reduction and productivity improvement

AD-HOC REQUESTS
*  Perform any other related duties or assignments as directed by Director - Procurement


MINIMUM QUALIFICATIONS
* At least 10 years of experience in a relevant field, 3 years of which in managerial position 
*  Bachelor's Degree in a supply chain, procurement or relevant management discipline
*  Relevant professional accreditation
*  Industry qualified within procurement profession (MCIPS or equivalent)

*  Thorough knowledge of contractual terms and conditions
*  Thorough knowledge of international supply chain and logistics issue
*  Thorough understanding of commercial principles
