Job Description Lead the preparation and oversight of the annual budget for departments and DHCA, ensuring effective tracking of expenditures and alignment with financial targets to support long-term organizational sustainability. Provide analysis and recommendations on investment proposals to maximize shareholder value. Oversee the development of workforce plans based on comprehensive workload analysis, ensuring optimal resource allocation and alignment with departmental and organizational objectives. Drive the development and execution of strategic plans that align with departmental goals and broader organizational objectives, ensuring seamless integration and alignment with overall business strategy. Lead and manage the operations of Finance, Information Technology, and Procurement and Contracts to achieve both short- and long-term organizational goals, ensuring efficiency and alignment with strategic priorities. Ensure the strategic implementation and continuous review of work processes within assigned departments, promoting high-performance standards and fostering a culture of ongoing improvement and operational excellence. Lead the planning, development, and oversight of financial reporting processes, ensuring compliance with international accounting standards and company policies. Drive continuous improvement in finance and accounting practices, adopting international best practices and evolving industry standards. Oversee financial system development and enhancements to support the company’s growth and strategic financial goals. Direct the formulation of financial strategy, including feasibility studies and in-depth financial analysis for new projects, ventures, and key business decisions to inform executive leadership. Provide strategic insights into real estate financial concepts, such as land pricing, assessments, and impairment testing, to support informed decision-making. Oversee the company’s treasury functions, ensuring a robust funding strategy that supports both short-term operational needs and long-term strategic goals, maximizing profitability and liquidity. Lead comprehensive cash management and financial planning efforts, ensuring optimal allocation of resources to sustain operations while advancing key strategic initiatives for long-term growth. Qualifications Qualification: Bachelor’s degree in Business/Accounting/Finance or equivalent. Master’s Degree in Business Administration is preferred.Experience: A minimum of 12 years of relevant experience with at least 5 years in a similar role Dubai Healthcare City Authority (DHCA), the governing body of Dubai Healthcare City (DHCC), was established in 2011 by His Highness Sheikh Mohammed Bin Rashid Al Maktoum, Vice-President and Prime Minister of the UAE and Ruler of Dubai, with a mandate to advance DHCC as the emirate’s healthcare and wellness free zone. DHCA oversees the development of DHCC’s ecosystem, which operates at an intersection of healthcare, wellness, community living and regulation, and facilitates business set-up across medical care, wellness, academic and research.
