Role Summary: Manage the development and execution of security and network strategy for DMCC by developing and enforcing robust frameworks, mitigating cyber risks, overseeing advanced security solutions, and optimizing network performance to ensure a secure, resilient, and compliant digital environment that safeguards business-critical systems, data, and operations. Key Responsibilities: Ensure effective cascading of the divisional strategy into department business plans to ensure vertical alignment and horizontal integration with other interfacing departmental strategies. Manage the effective achievement of assigned objectives through the leadership of the department by setting of individual objectives, managing performance, developing, and motivating staff to maximize performance. Lead the talent development initiatives for the assigned department, collaborating with experts and thereby ensure the availability of talent to fit business requirements. Manage the preparation and recommend the department budget and monitor financial performance versus the budget while ensuring all activities are conducted in line with the approved guidelines. Design, manage and ensure effective implementation of department policies, procedures and controls covering all areas of assigned department activity so that all relevant procedural/legislative requirements, fulfilled while delivering a quality, cost-effective service. Ensure awareness of and alignment to the organization compliance manual and the code of ethics. Lead the identification of opportunities for continuous improvement and sustainability of systems, processes and practices considering global standards, productivity improvement and cost reduction. Ensure that all department reports are prepared timely and accurately and meet DMCC’s and departmental requirements, policies, and quality standards. Manage the development of a comprehensive plan for IT security and networks, ensuring it is aligned with industry best practices, business requirements, and security needs to support DMCC's objectives. Coordinate with senior management by gathering insights and feedback on the network’s alignment to business goals, to make data-driven improvements and adjustments. Ensure the security and network system includes disaster recovery plans and business continuity procedures that address potential security breaches or network failures, guaranteeing swift recovery and minimal disruptions. Plan and maintain secure network architectures by implementing firewalls, intrusion detection/prevention systems (IDS/IPS), VPNs, and other security controls to protect DMCC’s digital assets from cyber threats. Execute periodic security assessments of network infrastructure by analyzing vulnerabilities, simulating penetration tests, and applying remediation strategies in order to proactively address security gaps. Ensure adherence to recognized security standards (e.g., ISO 27001, NIST) by regularly reviewing policies, providing staff training, and conducting internal audits to ensure DMCC’s network infrastructure remains robust and aligned with best practices. Develop and oversee network performance monitoring frameworks by utilizing analytics tools to track bandwidth usage, latency, and system logs in ensuring optimal connectivity and minimal downtime. Establish and enforce service-level agreements (SLAs) for network performance by defining key performance indicators (KPIs) and monitoring adherence in to maintain seamless business operations. Implement capacity planning and load balancing strategies by analyzing usage trends, forecasting future needs, and optimizing network resources to ensure stable connectivity and minimal performance degradation during peak demand. Guide the implementation of proactive threat intelligence programs by ensuring continuous monitoring, data correlation, and real-time security alerts to enhance DMCC’s ability to predict and mitigate cyber threats. Monitor and validate security incident reports prepared by the senior IT security analyst, providing strategic direction and prioritization to facilitate efficient remediation and prevent recurring vulnerabilities. Conduct periodic vulnerability scanning and patch management oversight by collaborating with cross-functional IT teams to address identified issues promptly, ensuring minimized attack surfaces and a strengthened security posture. Qualifications: Bachelor’s degree in Computer Science or a related field from an accredited university. A Master’s degree in Computer Science or a related field from an accredited university is preferred. 7+ years of experience in IT Security with at least 3+ years in a relevant role. Familiarity with Local Authority regulations and personnel would be an advantage.
