Program Manager (Saudi)- Value & National Identity

The Program Manager will lead the initiative to consolidate values and enhance national identity within the education sector. The role involves strategic planning, coordination, execution, and transitioning the initiative's implementation to the General Administration for Project Implementation. The position requires expertise in project management, education strategies, and cultural development to ensure the initiative's alignment with national objectives and its seamless integration into the Ministry's long-term plans. Job Description & Responsibilities Program Strategy and Leadership
  • Develop and oversee the implementation of a comprehensive strategic plan for consolidating values and strengthening national identity, ensuring that it becomes an integral part.
  • Translate program objectives into actionable, measurable initiatives, making sure they align with the broader national goals of Saudi Vision 2030.
  • Lead and inspire cross-functional teams to drive the successful execution of these initiatives, fostering collaboration among various stakeholders to achieve key program outcomes.
  • Serve as the primary leader and decision-maker for all program-related matters, providing direction and strategic oversight to ensure the national identity is preserved and promoted across all.
Reporting & Governance
  • Establish governance frameworks, including reporting structures, risk management protocols, and decision-making processes.
  • Deliver regular progress reports to senior leadership and stakeholders, highlighting achievements, challenges, and recommendations.
  • Maintain documentation of program activities, lessons learned, and best practices for future reference.
Stakeholder Engagement and Coordination
  • Collaborate closely with various government entities, community stakeholders, and educational institutions to ensure broad support for the program and align efforts to reinforce national values.
  • Foster strong relationships with key stakeholders, including local community leaders and educational institutions, ensuring the program's goals resonate across all levels of the education system.
  • Act as the program's focal point for communication, providing clear and consistent updates on progress, milestones, challenges, risks, and mitigation plans to all relevant parties.
Program Execution and Delivery
  • Define the program scope, timelines, and deliverables, ensuring timely and cost-effective execution of all projects aimed at promoting national values and identity within the educational sector.
  • Oversee the execution of educational programs, cultural events, national identity campaigns, and initiatives that instil pride in Saudi history, values, and culture.
  • Address dependencies, resolve conflicts, and mitigate risks to ensure the smooth and successful completion of all projects.
Performance Monitoring and KPI Management
  • Develop and track Key Performance Indicators (KPIs) that measure the success of the program in achieving its goals of consolidating values and promoting national identity within education.
  • Provide regular reports to leadership on program performance, identifying challenges and recommending solutions to keep the program on track.
Change Management and Capacity Building
  • Lead change management initiatives to integrate national identity and values into educational practices and curricula across all institutions.
  • Build the capacity of staff, educators, and stakeholders by providing ongoing training, workshops, and resources that support the program's objectives.
Continuous Improvement and Innovation
  • Identify opportunities for innovation in the program's approach, incorporating global best practices while ensuring alignment with Saudi cultural values.
  • Promote a culture of continuous learning and excellence, ensuring the program remains sustainable and impactful in the long term.
Qualifications & Experience
  • Bachelor's degree in Education, Public Administration, Project Management, or a related field; Master's degree preferred.
  • Minimum 15+ years of experience in program management, project management, or leadership roles, particularly within the education sector or government programs.
  • Extensive experience in managing large-scale national programs, especially with a focus on cultural, social, or national development objectives.
  • Proven track record in designing and implementing programs aimed at consolidating national values and identity, particularly within government, education, or public sector frameworks.
  • Strong understanding of Saudi cultural values, history, and identity, with a deep appreciation for the importance of reinforcing these values in the education system.
  • Knowledgeable in the goals and initiatives of Saudi Vision 2030, particularly in the areas of national development and educational reform.
  • Demonstrated expertise in project and program management methodologies (e.g., PMP, PRINCE2).
  • Familiarity with tools and frameworks for monitoring KPIs and assessing program performance.
  • Exceptional leadership, communication, and interpersonal skills, with the ability to engage diverse stakeholders.
  • Strategic thinker with the ability to translate high-level goals into actionable, effective plans.
  • Strong problem-solving and decision-making capabilities.
  • Native Arabic speaker required; international experience and a global perspective preferred, particularly for cross-cultural engagement.
