Project Manager for Digital Transformation of IT Application Development related projects for government, (Unified Portals, Application Portals) Job Description & Responsibilities:

Project Planning and Initiation:
- To develop project plans for IT projects, including scope, timelines, resource allocation, and budget.
- Defining project objectives and deliverables in collaboration with stakeholders, ensuring alignment with business goals.
- To conduct feasibility studies, risk assessments, and stakeholder analysis to inform project planning.
Project Delivery:
- Lead the execution of development projects, managing the day-to-day activities of development teams.
- Ensure the project KPIs defined, tracked and regularly monitored.
- Coordinate with software development, QA, UI/UX designers, and business stakeholders to ensure seamless project delivery.
- Monitor project progress and proactively track bottlenecks to meet deadlines and quality standards.
- Create and review executive reports and adopt necessary recommendations for management.
Stakeholder Management:
- To be a primary point of contact for project and business stakeholders, providing regular updates on project status, risks, and issues.
- Facilitating communication between technical teams, business units, and senior management to ensure project alignment.
- Managing stakeholder expectations and ensuring that project deliverables meet the defined requirements.
Risk and Issue Management:
- To identify potential risks and issues related to application development projects, and develop mitigation strategies.
- Proactive management and resolution of project issues, escalating when necessary to ensure project success.
- Implement post-implementation reviews to capture lessons learned and apply them to future projects.
Resource and Budget Management:
- To manage a project budget, ensuring cost is controlled and aligned with financial goals.
- Allocate resources effectively, balancing the demands of multiple projects and ensuring optimal utilization of staff and tools.
- Coordinate with procurement teams for the acquisition of resources and services.
Quality Assurance and Testing and Data Migration:
- To ensure that application development projects meet the required quality standards through rigorous testing and validation.
- Work closely with the QA team to address any issues or defects that are found during project execution.
- Closely communicate with 3rd party teams to plan and address any problems or questions related to system integration or data migration execution.
- Ensure that all project deliverables are fully documented and meet organizational compliance requirements.
Project Reporting and Documentation:
- Maintain comprehensive project documentation, including status reports, project plans, risk logs, and other relevant documents.
- To provide regular project updates to the senior management, highlighting progress, risks, and any changes in the plan.
- Ensure that all project documentation is kept securely (e.g. MS SharePoint) and accessible for future reference.

Qualifications & Experience:

Bachelor's degree in computer science, Information Technology, or a related field.
Project Management certification (PMP, PRINCE2) is required.
Experience: 10+ years of experience in project management with a focus on software application development.
Proven track record of delivering complex software development projects on time and within budget.
Experience working with Agile methodologies and leading Agile teams.
Proficiency in project management and collaboration tools (e.g., Jira, MS Project).
SAFe working experience is essential and required.
Extensive experience using MS Office (PowerPoint, MS Projects, Excel; using Power BI dashboard is a plus).
