We achieve strategic influence with a focus on providing high quality policy advice and holding other agencies to account for delivering public services to, for, and with Māori. This includes our mandate to promote Māori achievement in education, training, health and economic resource development along with performing our monitoring and mentoring roles. Based in Pōneke Wellington, our Policy Puni leads across the public sector to understand and prioritise issues, needs and opportunities impacting on Māori development and wellbeing. The Puni consists of 8 teams focusing on specific Policy areas.

Te whai wāhitanga | The opportunity

Te Pou Taiao focuses on environmental policy and sustainable development, from a te ao Māori perspective ensuring the needs and aspirations of iwi, hapū and whānau Māori are at the centre of decisions. We have an opportunity for an experienced Principal Analyst to join this small, dynamic, professional team. Providing a high standard of advice to the Policy Manager, other key stakeholders within Te Puni Kōkiri and across the wider public sector you will help lead and contribute to shaping and influencing policy. You will:

• Provide a high level of robust, credible, evidence-based advice anchored in the context of iwi, hapu, whānau and Māori as it applies to the needs of Te Pou Taiao team and the wider puni.
• Conduct thorough and detailed analysis of complex policy issues to understand their implications, identify potential risks and opportunities and identify potential solutions.
• Work collaboratively with peers at Te Puni Kōkiri and with other government agencies. This may include cross agency work with the Ministry for the Environment, Te Arawhiti and Ministry for Primary Industries amongst others.
• Apply and advise on te ao Māori and Te Tiriti based frameworks as they relate to policy.
• Provide advice and support to Senior and Executive Leadership teams, Ministers and key stakeholders. As a Principal Analyst you will present your analysis and thoughts to leadership when required.
• Increase knowledge of and develop the policy skillsets within the team through coaching and mentoring kaimahi. Promoting a culture of continuous feedback.

The appointment range for this role is between $123,009 and $150,344 per annum with a midpoint (100%) of $136,676 and the salary will be determined based on the successful candidate's skills and experience. An experienced policy professional, you will have previous experience in a government policy shop where te ao Māori and Te Tiriti o Waitangi frameworks underpin your mahi. You will be familiar with the current environment in Aotearoa relating to our natural resources, including land use, our coastal environment and freshwater. You will have:

• The conceptual and analytical skills to provide solutions to ambiguous or complex problems.
• The ability to prioritise and manage the flow of information, including managing and supporting multiple, complex policy projects at once.
• Proven leadership skills, with the ability to lead, manage and support cross-government policy development. Relationship focused, you may have existing relationships with iwi, Councils and/or central government agencies.
• An adaptable mindset in your mahi.
• Highly developed communication skills, including written. Ideally you will have competency in te reo Māori, or as a minimum have a willingness to learn.
• Be comfortable in an ao Māori environment and situations where tikanga is observed.
