Job Summary: The Quantity Surveying Senior Manager – Design (DMO) will be responsible for managing cost estimation, budget control, and financial planning for residential and mixed-use projects under the Design Management Office at NHC. The role requires strong expertise in quantity surveying, cost management, and contract administration to ensure efficient project execution and financial compliance. Key Responsibilities:
  • Lead the cost management process from project inception to completion, ensuring alignment with NHC’s financial goals.
  • Oversee the preparation of cost estimates, budgets, and financial reports for design and development projects.
  • Manage procurement strategies, tender evaluations, and contract negotiations with consultants and contractors.
  • Ensure accurate cost forecasting and risk management strategies to mitigate financial overruns.
  • Collaborate with design, project management, and real estate development teams to integrate cost control measures into project planning.
  • Review and approve contractor and consultant payments, ensuring compliance with contract terms.
  • Conduct value engineering exercises to optimize project costs while maintaining quality and sustainability standards.
  • Stay updated with market trends, construction materials, and cost benchmarks to implement best practices in quantity surveying.
  • Ensure compliance with local regulations, contractual obligations, and NHC’s financial policies.
  • Lead cost control meetings and workshops to align stakeholders on project financials.
Qualifications & Experience:
  • Bachelor's or Master’s degree in Quantity Surveying, Construction Management, Civil Engineering, or a related field.
  • 12+ years of experience in quantity surveying, cost management, or contract administration, preferably in large-scale residential or mixed-use projects.
  • Strong knowledge of cost estimation, tendering, contract negotiation, and value engineering.
  • Proven experience in managing project budgets and financial risk assessments.
  • Excellent communication, negotiation, and stakeholder management skills.
  • Knowledge of Saudi building regulations, construction cost codes, and financial compliance guidelines.
  • Proficiency in cost estimation software and project management tools.
