Designation: Disaster Risk Reduction & Climate Action Analyst Location: Mumbai Project Overview: Project Management Unit for Technical Support and Implementation of Comprehensive Disaster Planning, Mitigation, Management and Response for Disaster Management, Relief and Rehabilitation Department, Government of Maharashtra Role Overview:
- As part of the PMU team, work closely with the Team Leader and other team members in overall coordination and day to day execution of the project.
- Serving as a focal point for coordination and collaboration among different departments, agencies, and organizations involved in disaster management within the district.
- Maintaining effective communication channels, facilitating regular meetings and consultations, and promoting partnerships to enhance the overall resilience of the district.
- Undertake extensive research, report preparation and activities related to disaster preparedness and mitigation including HRVA studies, disaster management plan preparation, training, institutional strengthening and capacity building, technology application for disaster management, communication and awareness, structural and non-structural mitigation measures etc.
- Support the TL and district teams in data collection, reporting and implementation of various initiatives under the DRR and mitigation aspects of the project
- Compiles, analyses, and clarifies all the information, data, photographs etc regarding disaster mitigation, risk reduction measures, water resource management, environmental management, and climate change etc.
- Helps in analysing existing disaster mitigation or environmental management legislation, regulations, policies, and practices to determine actual and potential impacts.
- Supports in communicating research findings to legislators, regulatory agencies, or other stakeholders.
- Helps reviewing new or adapted laws and policies involving factors that have the potential to impact drought.
- Facilitate meetings and coordination with the concerned departments
- Facilitates collaboration with stakeholders to develop educational and outreach programs regarding various notified disasters.
- Supporting the process of vulnerability assessment of the project sites.
- Prepare a synthesis report of results from drought and climate impact, vulnerability and adaption assessments focusing on project target areas including recommendations.
- Undertake community-based appraisal of vulnerability and adaptive capacity including socio-economic analysis of differential vulnerability to drought and water scarcity of the operational area.
- Support in preparation of reports on climate change adaptation status of the selected project target areas with emphasis on drought mitigation, flood management and water resource management.
- Initiate and maintain connections with organizations and projects involved with climate change adaptation, drought mitigation and water management in district and other programmes/initiatives in nearby districts/region.
- Maintain close collaboration with external partners and Government administration.
- Support the integration of disaster management and climate change adaptation into the development plan of state line departments, schemes and district in general and targeted villages in particular.
- Support in development of knowledge products and training materials which can be used to train project teams, government partners and stakeholders/beneficiaries with focus on women, youth, and marginalized groups
- Undertaking exposure and knowledge exchange visits for community leaders to promote cross-sectoral learning for climate change adaptation and disaster mitigation.
- Support development of community-based action plans for disaster risk reduction focussing on the notified disasters of Maharashtra.
- Provide technical input and feedback to improve the quality of projects implemented on ground.
- Conduct multi-stakeholder consultations to identify and confirm adaption options including their costs, benefits, and risks.
- Provide relevant technical inputs to the assessments of risks and impacts of decisions on natural resource management in the selected project areas.
- Provide inputs for developing strategy including prioritized adaptation options, implementation arrangements, implementation risks, training and capacity building
- plan, budget, and input into the project design and monitoring framework. Preparation of project progress reports.
- Physical and financial progress monitoring of approved projects, including tracking of tenders.
- Creating & maintaining MIS tracker for the above works
- Collating monthly progress reports based on reports received from various implementing agencies
- Information Management: Overseeing the collection, analysis, and dissemination of relevant data and information related to disaster management within the district.
- Maintaining databases, producing situation reports, and ensuring timely and accurate information flow to support decision-making processes.
- To identify and prepare the compendium of good practices of the districts and share with the department.
- To perform other duties as may be assigned by PMU & SDMA from time to time.
- Postgraduate/Master’s degree in disaster management/social studies/Planning or relevant field with a minimum 2 years of experience
- Knowledge and understanding of DM / DRR and allied fields
- Experience in working with government agencies (central and local), civil society organizations and international organizations is preferable
- A good understanding of the notified disasters of Maharashtra, specially flood, drought and climate change-related issues.
- The consultant/s is expected to have a multi-disciplinary environmental or natural resource management or disaster related background, and have a good understanding of the social and economic aspects of vulnerability.
- Experience in developing adaptation projects and programs will be advantage.
- Ability to prepare written reports in a clear, concise, and meaningful manner.
- Ability to work with minimum supervision.
- Understand, Speak, Read and Write in Marathi language
- Basic knowledge of tenders for construction related works
- Strong understanding of project monitoring (physical and financial monitoring)
- Experience with MIS/dashboards
