Location: Riyadh, KSA. Years of Experience: 18+ years Project Duration: 6-12 months Working Arrangement: on-site. Language Requirements: Fluency in English (written and spoken). Starting Date: As soon as possible. We are seeking a dynamic and experienced Target Operating Model (TOM) - Director to lead the design and implementation of a TOM for defense manufacturing programs. This role will involve ensuring alignment with organizational goals and delivering a comprehensive framework for efficient and scalable operations. The engagement is for a 6-12 month duration , requiring a deep understanding of operating model frameworks and defense industry operations.

Key Requirements

  • Proven experience in designing and implementing Target Operating Models.
  • Minimum of 18 years of total professional experience.

Preferred Qualifications

  • Previous experience in the defense manufacturing sector is highly preferred.
  • Certifications in project management (e.g., PMP, PRINCE2) or operational excellence (e.g., Lean Six Sigma).

Other Qualifications

  • Strong analytical and problem-solving skills to identify inefficiencies and propose scalable solutions.
  • Excellent leadership skills, with the ability to lead multidisciplinary teams and manage complex projects.
  • Effective communication skills to facilitate workshops, training sessions, and stakeholder presentations.

Key Responsibilities

Design the Target Operating Model
  • Develop a comprehensive TOM framework for defense manufacturing programs, incorporating operational workflows, governance, and performance metrics.
  • Ensure the TOM aligns with organizational goals, strategic priorities, and regulatory requirements.
Stakeholder Engagement
  • Collaborate with key stakeholders to gather requirements, validate designs, and secure buy-in for the proposed operating model.
  • Facilitate workshops and meetings to ensure alignment and effective communication across teams.
Implementation and Execution
  • Oversee the implementation of the designed TOM, ensuring smooth transitions and minimal disruptions to existing operations.
  • Develop detailed plans for change management, resource allocation, and process integration.
Performance Monitoring and Optimization
  • Establish KPIs and metrics to monitor the effectiveness of the implemented operating model.
  • Identify areas for continuous improvement and recommend enhancements to optimize operations.
Training and Knowledge Transfer
  • Conduct training sessions and develop documentation to support teams in adopting the new operating model.
  • Ensure sustainable implementation by transferring knowledge and skills to internal teams.
