Costing/Proposal Officer – Facility Management

Job Opportunity: Costing/Proposal Officer Facility Management Industry: Facility Management About the Role: We are seeking a highly organized and detail-oriented Costing/Proposal Officer to join our Facility Management team in Riyadh, Saudi Arabia. In this role, you will take on the critical responsibility of preparing accurate cost estimates, developing technical and financial proposals, and supporting the overall bidding process for facility management projects. This role will include commercial and costing responsibilities. As a successful candidate, you will have a strong engineering background, operational experience for conducting site visits, and the expertise to provide accurate and competitive cost estimations. Key Responsibilities:
  • Project Onboarding and Assessment Lead the onboarding process for new facility management projects, ensuring alignment with corporate goals. Conduct site visits, feasibility studies, and initial project planning to evaluate client requirements and project scope. Ensure that all commercial and costing elements are fully covered during the project assessment phase.
  • Technical and Financial Proposal Preparation Develop precise and competitive technical and financial proposals tailored to client needs. Use advanced costing methodologies to ensure accuracy in cost estimates, factoring in staffing, materials, and operational requirements. Work closely with the business development and operations teams to gather the necessary inputs for proposals.
  • Bidding and Procurement Management Oversee the end-to-end bidding process, ensuring that all documentation meets client and industry standards. Coordinate with procurement teams to secure cost-effective materials and services while maintaining high standards of quality. Negotiate with vendors and suppliers to obtain competitive quotes and manage procurement activities within budget constraints.
  • Cost Analysis and Reporting Conduct detailed analysis of costs, reviewing material, labor, and other resource requirements to ensure accuracy and cost-efficiency. Monitor market trends, material prices, and labor rates to ensure proposals are up-to-date and competitive. Provide regular reports on cost and proposal status to management, highlighting any risks or opportunities for cost savings.
  • Compliance and Best Practices Ensure all costing and proposal processes comply with internal procedures and regulatory standards. Apply best practices to improve the efficiency and accuracy of cost estimation and proposal preparation.
Requirements:
  • Bachelor's degree in Engineering, Business Administration, Finance, or related field.
  • A minimum of 3 years of experience in costing, proposal development, or tendering, ideally within the facility management industry .
  • Strong knowledge of facility management services , including maintenance, cleaning, security, and related services.
  • Experience with cost estimation tools , software, and methodologies.
  • Excellent analytical skills , with the ability to interpret technical specifications and translate them into accurate cost estimates and proposals.
  • Strong attention to detail and ability to manage multiple tasks with tight deadlines.
  • Proficient in Microsoft Excel , Word , and PowerPoint ; experience with cost estimation software is a plus.
  • Fluency in both English and Arabic is mandatory.
  • Strong communication skills and the ability to collaborate effectively with cross-functional teams.
