Job Purpose: Facilitate, manage, and oversee public-private partnerships to ensure successful execution of strategic infrastructure and development projects. The unit aims to enhance collaboration between the public and private sectors, creating value through innovative solutions, financial sustainability, and long-term project success. Key Accountabilities:

  • Identify projects eligible for PPP structuring and develop a PPP plan in coordination with National Centre of Privatization.
  • Manage all stages of the PPP process including the development and analysis of financial models and funding mechanisms.
  • Lead the negotiation process with private sector partners to establish favorable terms for PPP projects, ensuring risk allocation, financial viability, and compliance with legal frameworks.
  • Coordinate with internal and external stakeholders to finalize contracts and agreements.
  • Act as the key liaison between the public and private sectors, ensuring transparent communication and collaboration.
  • Foster relationships with investors, private companies, government agencies, and other stakeholders to promote the PPP mode Ensure alignment of PPP projects with AlUla’s overall strategic vision and long-term objectives.
  • Provide regular reports on PPP project status to top Management.
  • Identify and assess risks associated with PPP projects, implement risk mitigation strategies, and ensure compliance with regulatory and legal requirements.
  • Contribute to the sector’s short- and long-term strategy from the Department's perspective in line with RCU overall vision and mission.
  • Develop the Department's strategy, objectives, KPIs annual operational plans and ensure plan execution is meeting the targets.
  • Prepare and submit the Department's annual budget for approval taking all planned activities and necessary investments into consideration by monitoring the financial performance.
  • Oversee the development, maintenance, implementation and adherence of the department policies and procedures as well as the overall performance of the department and ensure KPI’s are well developed, cascaded, communicated, and monitored.
  • Ensure effective staffing, professional development, and deployment of staff of the sector in consultation with the Sector Executive Direct the Department's connection to its customers, whether internal or external, to ensure customer needs are met effectively.
Job Requirements: • Bachelor’s Degree in Finance, Investment Or a related field. (Master’s Degree preferred). • 10 years of relevant experience with 5 years in a managerial role. • Written and Oral proficiency of Arabic & English languages. • Excellent communication skills. • Time management and organization skills. • Familiarity with standards, regulations, best practices, and performance standards. • Maintains a high standard of professionalism, presentation, personal integrity, and customer support. • Decision-making ability and leadership skills. • Strategic Thinking. • Advanced Finance processional qualification preferred. such as CFA , ACCA, CPA #J-18808-Ljbffr
