Heston Group Manama, Capital Governorate, Bahrain As Head of Project Controls, you are the executing leader responsible for overseeing a Project Management subdivision’s entire project control process. Your role is to ensure that projects are delivered on time, within budget, and to the desired quality standards in accordance with company procedures.

Main Responsibilities

  • Develop and implement project control strategies, processes, and procedures, and monitor their effectiveness.
  • Oversee managing project schedules, budgets, and cost management, project resources (Services Contracts & Materials), and identifying and mitigating project risks.
  • Lead a team of project controls function leaders and provide them with guidance, mentorship, and training.
  • Collaborate with other departments within the Project Management subdivision and the external division in Information Technology, Supply Chain, Finance, and Operations to streamline project processes and maximize efficiency.
  • Provide expert recommendations for cost, planning, and scheduling activities, including detailed staffing plans and resource allocations.
  • Assist Project Management subdivision managers to create and manage the Annual Work Breakdown Capital Budget plan and ensure schedule, cost, and materials provisions are comprehensive and support execution.
  • Identify cost trends, schedule impacts, and other critical factors requiring management attention on ongoing projects.
  • Establish scoping requirements for cost estimates by discipline and ensure timely and complete acquisition of scope-related data.
  • Lead the conceptual development of estimates and coordinate data input for scope definition.
  • Oversee and advise on project materials requirements, ensuring that resources align with project controls and are readily available to support project needs.
  • Supervise the preparation of comprehensive cost estimates, including cost segregation according to confidence levels and identification of potential risk areas.
  • Prepare and present detailed cost engineering, estimating, planning, and scheduling reports to senior management.
  • Coordinate input into specific Project Management studies, KPI, SLI dashboards and present study results with corrective and improvement recommendation actions.
  • Interface with other Project Services, Technical Services, and Major Project Management teams to align project control tasks, resources, and support.
  • Respond to project controls ad-hoc tasks such as tender preparations and clarifications, change orders, contracts negotiations, and reporting of capital projects status.
  • Develop and implement project control information systems, processes, and tools to enhance project delivery and performance.
  • Foster a culture of continuous improvement and professional growth through participation in skills pools initiatives and other initiatives directed by the Human Resources department.

Qualifications & Experience

Education:

  • Bachelor’s degree in Engineering, Construction Management, or related field.
  • 15-20 years of total experience, with a minimum of 10 years professional experience in project controls of oil and gas with emphasis on Cost, Scheduling, and Contracts.
  • MBA or strategic diploma level 7 will be an advantage.

Experience:

15 – 20 years of relevant experience in Cost Control and Estimation in the energy or upstream oil and gas industry.

Skills:

  • Strong computer skills in Risk Analysis Packages, Excel, Outlook, Word, and PowerPoint.
  • Understanding of engineering construction design process, procurement strategies, and business workflows of the upstream oil and gas industry.
  • Good communication, teamwork, and interpersonal skills.
  • Demonstrated knowledge of successful project management practices.
  • Strong knowledge and practical experience in application/facilitation of a wide range of cost control techniques.
  • Knowledge of contractual matters, earned value, and scope management including change control.
