The Civil Service College (CSC) is a statutory board under the Public Service Division, Prime Minister’s Office. We are the central learning institution for the Singapore Public Service and we partner government ministries and agencies to develop people for a first-class public service. CSC brings together public officers from diverse backgrounds and provides them with opportunities for learning and skills upgrading. Our service-wide networks enable public officers to build capabilities, develop shared ethos and gain deeper perspectives, creating a collaborative environment for dialogue and knowledge sharing. Through our programmes and services, CSC aims to strengthen strategic capacity in governance, leadership, public administration and management for the Singapore Public Service. What the role is: We are looking for a Consultant/ Senior Consultant to be part of a team who provides consultancy services for Public Service organisations. What you will be working on: Advise clients to design and implement organisational-level interventions on change management, transformation, organisation development, employee engagement, and leadership team development. Conceptualise, design and facilitate interventions (e.g. diagnostics, discussions, learning experiences) for leadership teams, intact teams, and organisations. Develop strong relationships with practitioners and leaders to be their trusted partner. Be responsible for client relationship management and project management. Synthesise and codify learning from consultancy experiences and practice research to share insights and progressive practices via capability building initiatives. Be plugged into the changing needs and priorities of the Public Service to provide thoughtful perspectives to facilitate the design of interventions to build high performing and healthy organisations. What we are looking for: Possess at least 3 to 5 years working experience in organisation-level initiatives on change, employee engagement, and organisation development. Experience in the Public Service and in organisation consulting firms would be an advantage. Demonstrate comfort and confidence working with senior leaders and a broad range of stakeholder groups. Familiarity with knowledge, frameworks and tools on change and transformation, organisation development, systems dynamics, and group dynamics. High self-awareness and situational awareness, with a strong learning orientation. Strong sense of initiative and drive for excellence. Excellent organisation skills, meticulous and ability to multi-task. Good analytical, conceptual, and communication skills. Ability to work collaboratively internally and externally.
