About the Job: Technical Manager - Asphalt Job Summary: The Manager has to provide daily supervision for a number of crew and administrative functions engaged in asphalt paving to achieve productions that keep jobs on or ahead of schedules and below estimated cost. This position requires maintaining a good working relationship with inspectors/operators, developers, vendors, and subcontractors. The Technical Manager oversees the planning, execution, and delivery of technical projects, ensuring alignment with organizational goals. Main Responsibilities:
- Administer, design, and control the production of Asphalt Mix designs & Emulsions in accordance with the specification, QA/QC & ISO 9001 stringent guidelines and procedures.
- Design tack coats, modified bitumen, etc., and advise the production team on all matters pertaining to cost-effective production, health & safety, and quality control in asphalt and bituminous emulsions manufacturing, in accordance with site/customer requirements.
- Preparation of briefs, scope documents, and assessment of consultants' proposals.
- Obtaining ministry approvals.
- Ensure responsibility for the laid materials.
- Conduct various tests on raw materials as per standard procedures.
- Update and document the progress of the project as necessary.
- Lead the team in quality assurance tests, new product development, and research to support the company's growth.
- Liaise with government bodies, external laboratories, and all project stakeholders.
- Budgeting & procurement of resources like manpower, equipment, and materials required for the project.
- Control and closely monitor resources, ensuring not to exceed the budget.
- Provide necessary training on operational methods to subordinates.
- Assign/schedule specific tasks to employees and subcontractors, utilizing manpower efficiently.
- Develop acceptable action plans in case of any failures.
- Complete the project within the estimated budget.
- Plan and discuss with consultants about the progression of the project.
- Act as a key person in conveying project details between consultants, top management, and others related to the project.
- Set KPIs for individual employees in the department, conduct assessment tests, analyze areas of improvement, and take action plans for the same.
- Plan, manage, control, and monitor the day-to-day activities of subordinates and crew members.
- Monitor and advise on the use and storage of raw materials, submitting comprehensive monthly reports. Have practical knowledge and understanding of Asphalt/Emulsion Mixing Plants.
- Ensure compliance with the company's internal policies, code of conduct, safety and security rules & regulations, and environmental aspects as per IMS standards.
- Support 5S standards routinely by maintaining a clean and orderly work area.
- Bachelor's and PhD/Master's Degree in Civil/Materials Engineering.
- Minimum ten years of experience in the same field.
- Fluency in Arabic and English (reading and writing).
- Excellent communication skills.
- Able to work within tight deadlines.
- Very good knowledge of Microsoft Office.
