About us

Setec Middle East (ME), as a subsidiary of the setec Group, is specialized in civil engineering (transportation, energy, industrial and hydraulic infrastructure), building engineering, bridges, underground structures, nuclear infrastructures, urban planning, electrical and electromechanical facilities, safety within civil engineering infrastructures and their users, maintenance and rehabilitation of infrastructures. Furthermore, setec ME offers environmental scope of services and Project Management Consultancy (PMC) to our regional clients. The Project: The Establishment and Operation of a new Urban Planning Department within our client in Riyadh. This position is part of forming a dedicated in-country team that will be embedded within the client organization for an initial period of 14 months. Ideally, the positions should be filled by Saudis or candidates from the Middle East region, with the exception of the Senior Urban Planner who could be an expat if necessary.

Key accountabilities

You will undertake economic research and analysis across a range of urban planning and strategic development projects that could relate to some or all of the following:
- Planning and Economic development - economic impact studies, regional and local economic analysis and forecasting, economic development strategies;
- Environment - socio-economic aspects of environmental impact assessment (EIA), environmental economics (ecosystems services and environmental valuation);
- Energy - energy strategy, cost benefit analysis, financial modelling;
- Transport - economic appraisal.
You will be experienced in integrating economic development considerations into major projects and urban planning processes, ensuring that proposals are underpinned by rigorous business case and viability considerations. Experience in regional planning or other strategic planning exercises in a Middle Eastern context will be advantageous.
You will be well versed in international economic development best practices, including a high degree of experience and familiarity with Arabian and broader Middle Eastern contexts.
You will have excellent communication skills (both written English and oral), as well as excellent planning, organisational, and time management skills. You will be able to work under pressure and meet strict deadlines.
You will be highly motivated and willing to take on new challenges, working within multi-disciplinary teams to define improved systems and ways of working.

Skills & experience

Minimum 15 years’ experience working as an Urban Economist / Economic Development Specialist.
Degree qualifications in Economics / Economic Development (preferably a Masters).
Proven ability in the delivery of high-quality written outputs is also expected.
