Job Description: Parsons is looking for an amazingly talented Practice Lead – Mechanical, Process and Treatment Engineering to join our team in Abu Dhabi! Provides management and direction for one or more Engineering disciplines or a major section within one of the larger disciplines. May be assigned to High Budget programs and lead a project with major Clients. Focus on Mechanical infrastructure Design and Process/Treatment Engineering. What You’ll Be Doing
- Manage and direct all Mechanical, Process and treatment Works scope across PIL Portfolio in Abu Dhabi.
- Report to the Infrastructure Director on Design Operation, Client management, and Organizational Matters.
- Manage the design of Utilities Buildings, Pump Stations, Treatment Plants, Desalination Plants, and Mechanical Infrastructure.
- Represent PIL in front of the Client on related Practice requirements.
- Play the role of Project Director on special Projects where an SME is required to lead and direct.
- Provide Bidding Support for PIL business development, Prepare technical and commercial proposals.
- Prepare presentations to Clients and Statutory Authorities.
- Prepare and oversee the production of engineering deliverables including technical reports, design briefs, specifications, tender bid evaluations, contract documentation, and the like.
- Responsible for ensuring technical quality, coordination, integrity, cost-effectiveness, and profitability of designs produced. Follow design guidelines, standards, and procedures to effectively execute assigned work.
- Plan, organize, and direct all aspects of Discipline execution on the assigned project including scope, deliverables, schedule, and all manpower resources - agree allocations with the Discipline Manager.
- Ensure interfaces and deliverables are clearly identified.
- Maintain responsibility for progress and productivity, identifying any required corrective action.
- Become fully familiar with the project scope of work, specifications, schedule, and all inter-discipline requirements, including identifying concerns as early as practicable and taking appropriate initiatives to address the issues.
- Interpret contractual requirements as they relate to engineering execution.
- Identify changes to scope and promptly raise change notifications, including providing any necessary supporting documentation and estimates.
- Provide similar support for Variation Orders.
- Interface with all disciplines to develop clash-free designs.
- Interface with other departments to obtain input for Discipline designs and drawings.
- Document substantive communications (communications that result in significant decisions or assignment of actions) and forward copies to the Discipline Lead Engineer and Discipline Manager.
- Review and approve discipline staffing budget estimates and staffing assignment schedules on each project.
- Maintain appropriate staffing levels, including temporary personnel, as needed.
- Review and approve staff forecasting reports.
- If assigned to a major program, manage all engineering and design efforts for all disciplines required for the program.
- Coordinate all discipline staffing requirements for the program.
- Monitor the quality and progress of the discipline on each project, ensuring that production requirements are satisfied.
- Work closely with Project Managers and Design Managers to resolve any existing or forecasted problems related to discipline staffing, quality of work, schedule performance, or productivity.
- Establish standards and procedures manuals for the discipline.
- Recommend improvements to department procedures.
- Recruit, interview, and evaluate prospective employees.
- Hire, offer personnel development, conduct performance evaluations, and counsel employees.
- Ensure that new employees receive orientation on company policies and procedures.
- Support pre-contract and business development efforts as required, serving as technical consultant.
- Ensure performance within overhead budgets authorized for the discipline.
- Actively participate in and promote the Quality Improvement Program.
- May head a committee within the discipline, striving to motivate and educate the assigned personnel.
- Perform other responsibilities associated with this position as may be appropriate.
- Master's degree in engineering (or related field) and typically 20+ years of related work experience, including supervisory/managerial experience. Professional Engineer registration with active membership in a professional engineering society may be required.
- Proven ability to perform in a supervisory/managerial capacity, excellent written and oral communications skills, and a thorough knowledge of industry practices and regulations are required.
- Must also possess a thorough knowledge of current technology and the capabilities and efficiencies of specific engineering software for use in completing engineering assignments.
- Experienced in Value Engineering and design improvements and optimization processes.
- Experienced in Sustainability and Design Standards improvements.
- Experienced in Microsoft Office, Civil 3D, Bentley Software's, Aconex, and Asite.
