Job title : Officer, Global M&E
Job Location : Abuja Deadline : January 03, 2025 Quick Recommended Links Job Summary- The Officer, Global M/E works as part of the International Medical Corps M/E Department at headquarters, will contribute to organizational development and strengthening of M/E systems in the organization. Particularly, by the implementation of the M/E manual and by coordinating the capacity building webinars with the Advisors and Director, Global M/E. The Officer, Global M/E will work closely with the International Medical Corps staff at headquarters to ensure the highest quality standards are established and adhered to throughout the program cycle. The Officer, Global M/E is responsible for supporting the development and harmonization of effective monitoring, evaluation, accountability, and learning systems, supporting capacity building and training activities on M/E topics; ensuring coordination with all country missions for the collection of quarterly country report data; and promoting the development, adaptation, testing and mainstreaming of good practice in data collection, management, analysis, and dissemination.

- Contribute significantly to the team's efforts to update minimum M/E standards, competency framework, and good practices in M/E documents; contribute to updating manuals, user aids, and training materials for field staff.
- Follow up with Advisors, Global M/E on the implementation of strategy documents such as global M/E strategy, M/E Minimum Standards, M/E Competency Framework, and strategy for remote monitoring to ensure results management, accountability, and evidence building in high threat environments.
- Support country teams with their processes for data collection, compilation, analysis, and use of data to orient programming.
- Support the M/E team at HQ in the review of global data collected through Global Country Report (GCR) every quarter.
- Liaise with the field in finalizing the data and provide technical support to the country missions in entering the data in the DHIS2 system.
- Responsible for the consolidation of global data and analysis of data for the board meetings and annual report, based on the GCR.
- Provide the Communications Department with the final data and reports to share the data with colleagues in the organization and/or externally.
- Coordinate systems building activities and strengthening of standards through work with M/E team and TU colleagues on updating/creating: i) the Global Indicator Bank; ii) the definitions GCR indicators; iii) Tool Catalogue; iv) M/E Manual; and other related tasks/tool development.
- Support M/E teams' efforts for implementing data management systems and transitioning from existing country-specific data management systems to the global system (DHIS2). This includes providing specific support to countries for their M/E and data management systems.
- Lead on updating the One Corps page of M/E department.
- Support field teams and Advisors, Global M/E on the roll out and implementation of Satellite-based Tracking and Remote Monitoring (STARM) System.
- With the support of Advisors, Global M/E coordinate and harmonize monitoring, evaluation, accountability, and learning mechanisms and practices in the field of Health and Nutrition, Mental Health and Psychosocial Support, Child Protection, WASH, Non-Food Items and Gender-Based Violence, for the Country Offices.
- Support to harmonize data collection tools, monitoring checklists and supportive supervision mechanisms across all countries.
- Determine the appropriate data collection tool based on the purpose, advantages, and disadvantages of mobile data collection techniques.
- Support in designing simple and complex questionnaires using XLS or form builder (Kobo form builder, Ona form builder, etc.).
- Maintain a repository of multi-sectoral needs assessment and situation analysis tools at IMC's online platform.
- Support to field team with developing the results framework, theory of change, log frame, and M/E plan including indicators for existing and new projects.
- Provide technical input and quality assurance review for all reports and proposals to meet donor and International Medical Corps' requirements.
- Update the M/E training module on a regular basis based on needs identified from the field.
- Coordinate the design of training curriculums with M/E Advisors and roll out training for IMC and partner staff based on universally accepted and/or country protocols.
- Coordinate the M/E Community of Practice, including maintaining an updated list of M/E focal points and CoP members, work with M/E colleagues to design annual CoP plan, organize session invitations and platform, design and facilitate CoP sessions as needed, and disseminate learning tools.
- Update M/E processes and related tools that support quality assurance for key program areas in collaboration with sector technical specialists.
- Perform program quality assurance activities such as data quality audits, partner capacity assessments, mid-term and final reviews, field monitoring and evaluations.
- Promote the development, adaptation, testing and mainstreaming of good practice in needs assessment, project design, implementation and monitoring.
- Manage the dissemination of results and briefings in full collaboration with IMC's Technical Unit staff for improved decision making.
- Work with teams to ensure that lessons learned from project evaluations are integrated into new proposals.
- Contribute to organizational learning and knowledge management activities, including maintenance of M/E sections on an online platform.
- Knowledge Management and Learning
- With the support of M/E team at HQ, update existing KML mechanisms and processes for the organization
- Establish basic learning systems that incorporate program studies' findings, lessons learned, achievements and gaps, and develop all the tools required to support learning practices.
- Follow up with Advisors, Global M/E to ensure that internal reviews and lessons learned workshops are organized according to the global KML guidelines.
- Typically, a bachelor's degree in epidemiology, M/E, evaluation, social sciences, public health, statistics, or international development, with experience or background in M/E, project management, Participatory planning, Research, Epidemiology, public health, and/or health information management strongly preferred.
- Typically, 3+ years of applied experience in designing, implementing, and overseeing M/E tasks with humanitarian organizations, including 1 year of field experience in developing countries (Africa, Asia, Middle East).
- Experience with M/E for large scale emergency response
- Familiar with M/E requirements for all major donors such as USAID, BHA, OFDA, ECHO, EU, DfID, UN, etc.
- Demonstrated understanding of data protection and confidentiality as part of data collection and management practices, and the ability to respect and maintain confidentiality.
- Demonstrated competency in database design, preferably DHIS2 and other tools for information management.
- Proficiency in Microsoft Office applications, including Excel, Word, PowerPoint, Outlook, and Teams.
- Experience using at least one statistical package for complex data analysis, such as EPI-Info, MYSTAT, SPSS, R, and/or STATA.
- Experience with m-health solutions and knowledge of Health Information Systems such as DHIS2 an asset.
- Possess the skills in mobile data collection software such as Ona, Kobo Toolbox.
- Fluency in written and spoken English is essential. French, Spanish or Arabic is preferred.
- Willingness and ability to travel to International Medical Corps project sites in the assigned countries, including traveling to insecure environments, is required
