IDB3367 - Senior Talent Acquisition SpecialistBusiness Unit: Director General Corporate ServicesDivision: Talent AcquisitionDepartment: Human Resources Management DepartmentJob Purpose:The Talent Acquisition Specialist focuses on the attraction and acquisition of Managerial and Leadership roles in IsDB, including Director General, Director, Manager, and Associate Manager roles as per the approved recruitment plans, in line with established procedures, to satisfy IsDB's Managerial and Leadership needs.The Talent Acquisition Senior Specialist is mandated to (i) execute the entire cycle of the Recruitment Process (Requisition-to-Joining) by proactively searching and sourcing suitable candidates, managing headhunting and executive search activities, arranging leadership assessments and selection interviews, issuing job offers, and carrying out the entire (ii) pre-joining onboarding and post-joining onboarding activities, aiming to hire the best fit managerial and leadership talents to meet IsDB's business requirements. (iii) Additionally, the Talent Acquisition Senior Specialist is mandated to prepare talent market research insights, outreach and benchmarking activities, and periodic recruitment analytics and metrics.Key Accountabilities & Activities:Talent Acquisition Operations:Effectively participate in developing the Talent Acquisition strategy and associated programs, including evaluating and selecting headhunting and executive search firms, leadership assessment methodologies, candidate sourcing channels, employer branding activities, and communication in line with IsDB's and HR's objectives to attract, motivate, and retain the best talent.Responsible for regular review and assessment of services provided by third-party contracts, benchmarking with similar services available in the job market, and submitting evaluation reports and recommendations.Prepare talent market research insights and perform outreach and benchmarking activities.Responsible for executing recruitment analytics and metrics.Conduct digitization, quality assurance, and information reliability and governance projects.Enhance the utilization of recruitment channels (website, search and recruitment firms, social networks, etc.).Execute all recruitment activities related to the attraction and acquisition of Managerial and Leadership roles in IsDB as per the approved recruitment plans.Perform the selection and deployment of modern personnel selection and recruitment tools (e.g., psychometric tests, behavioral fitness, business cases, technical and competencies-based interviews).Manage the pre-selection processes, including screening CVs and arranging interview calls with business units.Consolidate leadership assessment reports and technical interview results from different interview rounds and present the final selection outcomes.Prepare offers, discuss and negotiate with selected candidates, and follow up for confirmation of the offer and agreement on the joining date.Carry out the four types of onboarding processes for new joiners and ensure smooth execution of pre-joining and post-joining activities.Manage internal communications and relationships between internal business units involved in the new hires' joining process.Identify and recommend external service providers, like recruitment firms and assessment consultants.Work with IMDT to identify and recommend Talent Acquisition software/portals to improve efficiency and transparency in the sourcing and recruitment process.Policies and Procedures:Conduct policies and procedures reviews as per management instructions under the supervision of the Lead Talent Acquisition.Continuously conduct improvements by identifying more efficient ways to achieve sourcing strategies and objectives.Develop and review recruitment SLAs.Develop headhunting and leadership assessment guidelines and procedures.Knowledge Sharing:Transfer tacit and explicit knowledge to Talent Acquisition Specialists/Officers through coaching and on-job training.Keep abreast of best practices in Talent Acquisition and recommend improvements.Educate relevant staff in business units and HRMD on Talent Acquisition trends and policies.Reporting and Communication:Provide recruitment internal insights and external insights (market research and benchmarking reports).Provide timely and accurate reports on Talent Acquisition status and recruitment SLAs to the Lead Talent Acquisition and concerned business units.Manage internal and external communications to ensure effective coordination related to Talent Acquisition.Prepare periodical reports highlighting the latest status of recruitment progress and future plans.Education, Experience & Certification:Academic and professional qualifications:Bachelor's degree in Human Resources, Organizational Behavior, Business Administration, or a related field.Certifications from HRCI / SHRM / CIPD are advantageous.Master's degree in Human Resources, Organizational Behavior, Business Administration, or a related field is a plus.Minimum 8 years of relevant experience in Talent Acquisition, Sourcing, and Recruiting, preferably in a multilateral development bank, IFI, or global organization.Skills & Necessary Knowledge:Excellent knowledge of local, regional, and global recruitment trends.Knowledge of job analysis, job designing, and job description development.High level of confidentiality and attention to detail.Advanced presentation and interviewing skills.Advanced data analysis and MS Office skills.Hands-on experience in HR module and recruitment software.Business acumen, analytical thinking, and problem-solving skills.Advanced planning and organizing skills.
