About Coimisiún na MeánCoimisiún na Meán are implementing a new regulatory regime for online safety. As well as protecting people in Ireland from online harms, we will be the regulator for the whole of Europe for the many large online platforms whose European headquarters are in Ireland - working closely with the European Commission and our counterparts across Europe. We will enforce rules that platforms must follow in order to keep their users safe. In time, we will establish a mechanism for giving advice to users and for considering complaints when users are dissatisfied with the way a platform has handled a complaint.Coimisiún na Meán regulate broadcasters and video-on demand providers. We make and enforce codes and rules that broadcasters must follow on matters such as balance in news and current affairs, protecting children from age-inappropriate material, political advertising, promoting gender balance and ensuring access for people with disabilities. We will review our codes and rules and extend them to video-on-demand providers such as streaming services and people who upload videos for commercial gain. We also award broadcasting contracts to commercial radio and TV stations, review the performance of public service broadcasters such as RTÉ and TG4 and make recommendations about their funding. We also handle complaints from the general public about programme material.Coimisiún na Meán support the wider media sector. We run funding schemes to support the development of content that reflects and shapes Irish society, including content in the Irish language. For instance, we are proud to have funded An Cailín Ciúin, the first ever Irish-language film to be nominated for an Oscar. Over the next year we will establish new funding schemes to support local journalism and we will take initiatives related to Irish language, sustainability, and equality, diversity and inclusion. We also promote media literacy. We expect to take on a wider media development role in coming years.Role PurposeCoimisiún na Meán is now looking to recruit a Chief Operating Officer to lead the Corporate Services Division, comprising Finance and Procurement, Governance, People and Organisational Development and the Commission Secretariat.The mission of the Corporate Services division is to ensure that Coimisiún na Meán is an agile, well-run organisation, with motivated and capable staff. The division will ensure that Coimisiún na Meán operates to a high standard of corporate governance, effectively and in accordance with the Code of Practice on the Governance of State Bodies and our governing legislation. By providing strategic leadership, driving operational efficiency and mitigating key risks, the COO will enable Coimisiún na Meán to achieve its mission of effectively regulating online media while maintaining public trust and confidence.Key ResponsibilitiesThe COO will lead a team of directors, who are each responsible for separate areas of corporate and organisational services, with varying size teams.The following is a general overview of the range of principal duties of the COO:Contributing effectively to overall corporate leadership, management, operation and development of the organisation and the achievement of its goals.Leading, managing and overseeing the specialist work of the Corporate Services Division.Providing expert advice on issues of corporate governance, public policy, public service operations, regulation and compliance and financial management.Overseeing the preparation of Annual Workplans, Estimates, Multi-Annual Budgets and the levy setting process, in line with legislation, and ensuring that expenditure is properly monitored and accounted for.Ensuring appropriate systems of internal controls are in place and updated regularly.Developing strong working relationships with key internal and external clients and stakeholders.Developing and implementing best practices, processes, systems and procedures within the Corporate Services Division and across the organisation.Implementing reform and modernisation of the delivery of corporate services as required by the Commission and the Public Service Reform Programme.Managing the performance and communications systems within the Corporate Services Division.Building workforce capacity by identifying and nurturing talent.Meeting defined performance targets for self and their team with clear accountability for results.Managing multiple projects and tasks in a multidisciplinary environment.Managing allocated resources and costs of the Corporate Services Division.Playing a key role in crisis management and business continuity management.The above is intended as a guide to the general range of duties and is intended to be neither definitive nor restrictive and is subject to review.Essential CriteriaA qualification at minimum Level 8 (honours degree) in a relevant discipline and 7 years' recent relevant experience in a similar size organisation.Excellent leadership skills with the ability to successfully lead and grow a Corporate Service function.A proven high level of management and organisational skills.Experience in project management and the delivery of successful projects in a timely manner.A proven ability to identify and capture appropriate data.Experience of managing organisational workplans, budgets, cost projections and forecasting.A proven ability to positively formulate, implement and/or manage and promote the implementation of strategic change.Ability to drive value and efficiency in all service delivery areas.A resilient, dynamic and adaptable approach, proactive leadership style and the ability to take initiative and responsibility.Excellent oral and written communication skills.Excellent networking skills and the ability to use these skills to deliver business and people results.Excellent ICT skills with proficiency in Microsoft Office applications.Desirable CriteriaExperience in ensuring high standards of compliance with the Code of Practice for Governance of State Bodies.Deep understanding of public service governance requirements.Qualification in Corporate Governance, Financial Management and / or Risk Management.Application ProcessIf you are interested in applying for this position, please submit:A CV and a letter/personal statement (i.e., no more than 2/3 pages) outlining why you believe your skills, experience and values meet the requirements of the position.If you have any special requirements throughout the recruitment process, please reach out to us via cnam@cpl.ie to request support.Appointment to this role is subject to the candidate's eligibility to work in Ireland and all positions require candidates to live in the Republic of Ireland.Candidates who engage in canvassing will be disqualified and excluded from the process.Closing Date: 17th December 2024, at 3pm
