Programme Director, Can't Wait to Learn (CWtL) Apply for: 28/07/2023 Location: To be determined Hours a week: 40BackgroundCWtL introduces new (cost-)effective solutions to the serious challenges education for children in emergencies is facing. By utilising innovative technological (EdTech) solutions with a focus on serious gaming, CWtL builds on concepts that have been successfully implemented in Ukraine, Sudan, South Sudan, Lebanon, Jordan, Chad, Bangladesh and Uganda. CWtL seeks to increase the number of children with access to quality education in mathematics and reading in areas affected by conflict globally. Developing fresh, interactive materials based on the national curricula, and creating effective partnership structures to distribute these, CWtL creates new opportunities for making education accessible to those children who have been excluded from education, increasing their resilience and preparing them for a positive future.You will be responsible for the overall leadership and management of the programme to achieve impact at scale in line with the programme key performance indicators and organisational scaling strategy and vision. You will be involved with the management of a complex global programme, including the scaling of the CWtL programme, strategic partnership development, programme planning, product development, project implementation and quality assurance. CWtL is currently strongly embedded in our programming in Jordan, Ukraine and Uganda. This is done in cooperation with implementing partners and War Child technical and in-country teams. To further scale this programme in other countries, partnerships are being explored with (i)NGOs, Ministries of Education/Digitalisation and relevant UN agencies are being explored and planned for.Your ResponsibilitiesDevelop vision and strategyLead the vision and scaling strategy development for CWtL in line with War Child organizational strategy.Translate the strategy into concrete multi-annual implementation plans and budgets, while ensuring product maturity, long-term sustainability and program quality and delivery.Develop resource mobilization strategy to enable multi-annual plan implementation.Monitor strategy and multi-annual plan implementation, evaluate implemented projects and make proposals for improvement to ensure program's success and impact.Stay abreast of relevant external economic & social-political developments that may influence further program development and implementation and/or open new opportunities.Develop and provide support framework to scale CWtLDevelop business models for the end-state of replication and possibly government adoption.Lead & motivate the team to define, design and coordinate plans for each programme component in line with quality standards, timeline, detailed budgets and milestones.Oversee the development of processes, tools and guidelines to ensure smooth project management and implementation.Build a network of technical partners and actively engage in high-level strategic game development/product decisions.Responsible for effective integration of new components into the CWTL portfolio, together with the Research & Development department and Programme Quality team, as well as with external partners.Lead global partnership development for scaling in close coordination with country and regional teams.Manage global programme operations, including finance management, logistics and procurement in line with programme and organisational parameters and policy.NetworkingEnsure buy-in and support from a diverse set of national and global stakeholders as well as of external partners and donors.Foster sharing and learning from program experience within War Child and the education-in- emergencies sector more generally - written articles, contribution to conferences and events, and by initiating learning events.Represent the organisation in relevant (inter)national events, networks and sector groups, especially the EdTech sector.Identify and drive forward collaboration opportunities with external parties for the purpose of implementing programs and fundraising, select new partners and consult the Management Team.Monitor and evaluate the effectiveness of internal and external partnerships.FundingSecure the necessary multi-donor portfolio to support scaling ambitions, including developing strategic donor relationships in collaboration with War Child fundraising teams.Actively seek and pursue funding opportunities and coordinate the proposal development process in line with program scaling strategy and funding needs.Document and share program results and the potential for replication and scaling-up with relevant stakeholders, including potential donors.Your ProfileKnowledge of humanitarian contexts - preferably in EiE sector and stakeholders.Extensive knowledge of (humanitarian) innovation and scaling.Prior experience in the EdTech sector, either having worked on developing a product, or responsible for creation and execution of a program implementation strategy.Extensive knowledge of the evidence bases of educational (tech) programs and the key players in the education technology in developing countries.Experience with conducting research is not necessary but a plus.Experience in leading and managing multi-donor and multi-stakeholders' programmes.Experience in running fundraising initiatives.Demonstrated experience in leading teams with highly specialized subject experts and working cross-functionally with technical and non-technical teams.Confident nurturing, engaging & maintaining a globally based team able to motivate via participatory and inclusive leadership.Demonstrated experience with technical product development as part of a larger team of professionals (Ministries, design teams, programmers, curriculum developers, educational content specialists and creators).Demonstrable social and communication skills, able to deal effectively in a variety of cultural and political contexts.Strong strategic and analytical skills for effective risk management coupled with problem solving and a can-do attitude.Result-based management: demonstrated capacity to plan and drive results in a structured manner.Strong leadership skills: demonstrated capacity to take decisions regarding operational and personnel matters.Outstanding interpersonal skills with the ability to communicate at different levels.University degree, preferably in general management, development studies, education, EdTech or related fields.Fluent in English and preferably also some of the other War Child country languages (Dutch, French, Spanish and/or Arabic).LocationAny country where War Child has a large CWtL programme (Jordan, Uganda and Ukraine) or where the majority of the global team sits (in Amsterdam, Netherlands). The successful candidate must be eligible to work in that country.
