BackgroundUN Women established its presence in Pakistan in 2007 following a request by the Government of Pakistan and the United Nations and is now strategically positioned at both the national and provincial levels. UN Women works closely with government partners including national and provincial women machineries for developing, promoting, and implementing legislations, policies and initiatives that promote women's human rights, with a special focus on their economic security, governance/political participation, and freedom from discrimination and violence.

Towards the purpose to boost women economic engagement of young women through digital enablement and innovation, UN Women with support of KOICA, will be embarking on a four-year project in Pakistan called Digitalization for Women Economic Empowerment (D4WEE). The D4WEE programme aims to increase economic engagement of young women (18-35 years) through digital enablement and innovation. The objective of the programme is to first, increase capacities on digital literacy so that young women in the 18 to 35-year-old age bracket have wider participating opportunity in the technology sector, through capacity building programs and mentorships with experts. And second, create a conducive environment for young women to enter the technology sector - including IT enabled services (ITeS), software development, and data analytics - through engagement with private sector and government stakeholders. The project will enhance youth and young women participation in the fourth industrial revolution and bringing industry-academia linkages for increased employability of youth in Pakistan.

D4WEE programme includes a full-scale inception phase that is expected to detail the implementation plan including delineating of Theory of Change and developing a work-plan, to ensure that the project achieve its intended outcomes. The inception phase will include a scoping study that will identify IT-related skills in demand that would enable young women to partake in the digital economy as well as private and public stakeholders through a comprehensive mapping of the IT sector and landscape in Pakistan. The inception phase will also include two pilot projects that will be replicated in the implementation phase. Additionally, ahead of the start of the project, it is critical to identify and establish partnerships with key development partners in the region and with Korean-based partners as the D4WEE programme envisions mentorship and exchange programmes including study visits and peer-to-peer exchange opportunities between Pakistan and Korea.

Duties and ResponsibilitiesUN Women is seeking a consultant to support the country office in the inception phase and in the start of the project that is expected to commence in May.

The consultant will be responsible for the following tasks:

Support with the analysis of the scoping study, as well as its finalization and publication.

Oversee the identification and derivation of lessons learned and best practices from the pilot activities of the inception phase that can be replicated in the implementation phase through taking part and monitoring the inception and pilot projects.

Delineate Theory of Change and develop a detailed work-plan for the project based on the inception phase and the scoping study.

Identify and initiate partnerships with regional institutes and organizations, particularly those based in Korea, as potential partners for mentorship and exchange programmes for young women.

Provide support to and ensure quality of project implementation components as per the KOICA requirement, including but not limited to M&E framework, as requested by the supervisor.

Provide support to the kickoff of the project as requested by the supervisor.

EXPECTED DELIVERABLES AND TIME FRAMEThe Consultant will be paid against the completed deliverables as per below schedule:

CONTRACT SUPERVISIONThe consultant will work under the direct supervision of Deputy Country Representative of UN Women Pakistan who will be responsible for the quality assurance of the deliverables.

Required Skills and ExperienceQualifications:

Masters' degree in Gender Studies, Computer Sciences, Development, Economics, Social Science/Studies, and Project Management.

Skills and Competencies:

At least 5 years of progressively responsible professional experience in the field of development including at least 2 years of experience working on KOICA funded projects or in partnership with KOICA.

Good knowledge of gender equality, human rights, and women and young women economic situation in Pakistan.

Experience on stakeholder mobilization and partnership building in the development sector in Pakistan, experience of partnership with Korean institutions is a strong advantage.

Excellent writing and editing skills in English.
