IDB3377 - Lead Corporate, Country, and Thematic Evaluation SpecialistLocation: Saudi Arabia - JeddahJob Purpose:This role plans and technically leads macro-level evaluation work, including corporate, country, sector, and thematic evaluations. The Lead Corporate, Country, and Thematic Evaluation Specialist is responsible for conducting thorough investigations and analysis to assess the development effectiveness of the Islamic Development Bank's (IsDB) interventions, drawing lessons from evaluation studies, and leading the dissemination of knowledge within IsDB and in the member countries to contribute to the improvement of the development effectiveness and the Bank's corporate performance, ensuring that evaluation results are taken into account in the IsDB's policies, strategies, and operations. This role is also responsible for providing high-level advice on development effectiveness and technically guiding less experienced staff members in the Division.Key Responsibilities:Provide inputs in establishing strategic objectives and formulating the work program of the department, focusing on corporate, country, sector, and thematic evaluations as well as knowledge dissemination.Support CCTE Manager and the Director IEvD in the allocation and utilization of resources for evaluations and knowledge dissemination.Lead the development of IsDB policies, guidelines, systems, procedures, and tools related to evaluations, ensuring alignment with MDBs' Evaluation Cooperation Group (ECG) Good Practice Standards (GPS).Work closely with other lead evaluation specialists to ensure coherence and consistency in policies, guidelines, systems, methods, and processes.Identify, plan, and lead the creation of evidence-based knowledge on development effectiveness from evaluations undertaken in IsDB.Provide inputs for IsDB Strategies such as flagship Corporate Strategies, Member Country Partnership Strategy (MCPS), Sector/Thematic Strategies, and Special initiatives.Assist Manager, CCTE, in planning evaluations and monitoring progress to ensure adherence to schedules.Plan and coordinate joint evaluations with other development partners to ensure harmonization.Coordinate planning, preparation, and outcomes of evaluation processes, including oversight of multi-task teams.Plan and lead complex macro-level evaluations and On-Demand evaluations.Contribute to the design of complex project, program, and cluster level evaluations.Set up and lead teams (including external consultants) for major evaluations.Advise on day-to-day decision making relating to evaluations.Ensure that evaluation requirements are comprehensively assessed and that rigorous methods are set to fulfill them.Plan, lead, and undertake field missions to collect and analyze data.Ensure compliance with quality standards and quality assurance mechanisms for evaluation-related work.Review and clear evaluation products prepared by staff members and external consultants.Ensure high-quality validations of Member Country Partnership Strategy Completion Reviews (MCPS-CR) and Mid-term Reviews.Strategic & Operational Planning:Evaluations' Design and Implementation:Evaluation Knowledge Sharing and Capacity Development:Lead the knowledge management system related to macro evaluations.Share evaluation lessons and findings to sharpen strategy formulation and execution.Act as a knowledge and resource expert on development evaluation issues.Advise on the implementation of recommendations based on evaluation findings.Keep abreast of trends, innovations, and best practices in evaluation.Lead benchmarking exercises and facilitate the adoption of best practices in IsDB.Plan and lead training workshops for staff and partners to share knowledge.Reporting, Learning and Outreach:Present evaluation findings and discuss lessons learned during various meetings.Guide and support evaluators in disseminating results to stakeholders.Ensure evaluation results are considered in IsDB policies and strategies.Engage and collaborate with the broader team to enhance advice on cross-cutting issues.Contribute to the preparation of annual evaluation reports.Track and monitor the implementation of evaluation recommendations.People Coaching & Mentoring:Provide motivational leadership for evaluators and peers.Assess internal skills gaps and determine actions needed to increase performance.Plan and monitor the up-skilling and re-skilling of evaluators.
