JOB PURPOSE: NEOM THE LINE programme will grow and evolve and become the largest capital project world-wide. The Programme aims to challenge the "status-quo" with the intention of delivering a meaningful change such that NEOM is referenced as world class and a world leader in numerous areas. NEOM THE LINE is a series of linked of modules with each module representing a complex multi-disciplinary element of the overall Programme with both standardised and unique neighbourhood scope aspects. The Marina is an integral and focal part of the Programme.The Hidden Marina & the Marina modules - The Marina represents a "showcase" window of the NEOM THE LINE programme and encompasses three modules of THE LINE. The Hidden Marina is a major element of functional infrastructure providing a world class operational Commercial Marina combined with a major home port cruise ship destination. In addition, the perimeter marina precinct will comprise a high-end mixed use public realm (residential, hospitality, food and beverage, retail and entertainment facilities). Each Module spanning the Marina (Module 45,46 &47) is a complex multi-discipline element of the overall Programme with mixed use requirements as well as iconic Special Assets, such as Theatre, Hospital, Library and a Football Stadium.The Senior Interface Manager MEP is a key postholder that plays an important role in the Marina Delivery team at both Line, District and Module level. This is a delivery role that enables the implementation of the physical delivery of assets in the field for the Marina Assets and its constituent parts including temporary works. This post has key accountability for the management of MEP interfaces that can impact time, cost and physical integration. Able to lead, manage and co-ordinate multifaceted reviews relating to Interface management ensuring that all appropriate experts and stakeholders are involved and consulted appropriately. This is about doing what is right for the NEOM programme rather than individual Projects within the NEOM programme. Experienced in co-ordinating multiple internal and external stakeholders, drawing on influencing skills to deliver acceptable outcomes for all parties.Able to manage change effectively, prioritising and directing targeted levels of effort to ensure positive outcomes and controls are implemented to mitigate risk to project delivery.Become an active champion of legacy knowledge transfer by mentoring staff including any designated Saudi nationals.REPORTING RELATIONSHIPS:Reports to: Marina Interface DirectorMain Interfaces to the role: Internal client and external stakeholders (Eg Sponsors, Urban Planning, Civil Defence, Neom Tourism, Line Proponent etc) Marina Project team Module Delivery Teams Spine Project team District and Module SHEQ Teams Other Project Control staff - document control Module Delivery Directors Module Engineered Design team Line centralised PMO team Line, District and Module Commercial team Package Delivery Teams and framework suppliers. MARINA DISTRICT AND MODULE ROLE OF DEPARTMENT Delivery of the Hidden Marina, main channel and associated precinct works - end to end responsibility for schedule, cost, and quality from design stage 3A to handover to meet current and future commitments and to maximise opportunities with the emphasis on safe, collaborative delivery, quality, logistics and handover. Oversee the construction programme, identify deviances and act to ensure programme targets are met. Oversee the quality of construction and act where necessary to ensure the required quality is delivered. RESPONSIBILITIES Manage the multiple interfaces between the marina utility services (including but not limited to; electrical systems, district cooling, water distribution, air systems, fans, pumps, IT system infrastructure, fire life safety systems, waste-water systems, waste transfer systems, people mover systems etc) and between the marina utilities and the marina structure and the Spine Infrastructure. Implement strategic and operational plans for utilities to ensure and assure that interface management arrangements are developed and implemented and receive acceptance from all interested parties including stakeholders. Ensure and assure that all interface arrangements are traceable and set out critical success factors (CSF's) Conduct and co-ordinate lessons learnt, return of experience in making continuous improvements. Be an active member of the IPMC and NEOM team. Take a lead in cross-sharing learning of Interface Management arrangements and similar with the Module teams with the purpose of eliminating waste and duplication whilst sharing best practices and lessons learnt. Capture and document interface arrangements and create regular updates on progress and escalate critical issues that require senior leadership governance endorsements. Develop a tracker using and adopting digital tools to eliminate paper-based systems. Assist in the management of the library of interface arrangements and their associated plan with the ability to retrieve information and documents quickly. SKILLS Project management leadership skills established in major/mega project multi-discipline schemes/projects/programmes Interface Management - ability to operate in fast paced and pressured environments, whilst being able to maintain clear decision making. Capable of working within a multi discipline team and across multiple interfaces. Data Management - able to process schedule requirements, analyse multi-layered construction schedules and react to change. Able to be able to concisely report on progress and challenges. Conflict Management - Reads situations quickly; good at focused listening; can find common ground and secure cooperation and constructive outcomes with minimum disruption. Decision Quality - Gathering and synthesising information, identifying options and applying sound judgement based on logic and reason, making use of a variety of analytical approaches to provide relevant information to suppliers, stakeholders and decision makers using key facts and data. Clear Direction - Defining and prioritising objectives, analysing inputs, assessing and challenging data, defining strategies and supporting rationales. Manage multiple interfaces with different stakeholders Able to influence decision making Possess practical knowledge of safety management, design & integration management and construction management Able to effectively communicate at all levels, both inside and outside the business Able to absorb and recall large quantities of information quickly A well-developed understanding of lean principles, systems engineering, schedule, supply chain & cost management Strong co-ordination and integration achievements Be able to manage multi-location, multi-discipline and multi-cultural design centres / entities to deliver high quality design products to meet the project requirements KNOWLEDGE Partnership and collaboration Conceptual and logical thinker Influence and impact Strong communicator Reading the big picture Achievement drive/Outcome focussed Digitally orientated Knowledge and awareness of task/activity control measures Construction methodologies and sequences TYPE OF EXPERIENCE 15-20 years' experience - ability to demonstrate major projects experience (design and build) at senior levels Chartered Engineer status - degree qualified in engineering / project management Package Management experience on Major/Mega multi-disciplined projects Cruise Ship or Airport Terminal design experience (desirable) Strong proven experience in organisation co-ordination and data sharing. Complex multi-disciplinary interface experience Possess practical knowledge of design & integration management and construction management Able to effectively communicate at all levels, both inside and outside the business (verbal and written) Strong co-ordination backbone with the ability to prioritise workload and demands Well-developed resolution skills;- enabling win-win solutions Approaches to provide relevant information to suppliers, stakeholders and decision makers using key facts and data.
