The Department of Education (DoE) employs over 1,900 staff in four main locations: Dublin (Marlborough Street and Blanchardstown), Athlone, and Tullamore. The Department's mission is to facilitate children and young people, through learning, to achieve their full potential and contribute to Ireland's social, economic, and cultural development. The Department, in budgetary terms, is the third largest government department with an annual budget of over €10 billion.
"Harnessing Digital - The Digital Ireland Framework" sets out a high-level framework to support our ambition for Ireland to be a digital leader, at the heart of European and global digital developments. The Chief Information Officer (CIO) will expand the Department's capacity to lead and engage on technology at a senior leadership level in the education sector, significantly enhancing operational effectiveness, mitigating cyber risks more effectively, and improving customer experiences.
Reporting to the Secretary General, the CIO will provide the necessary expert leadership for Digital and ICT policy and strategy and the wider innovation and transformation agenda and implementation. This is essential in a fast-paced, transforming, technological age to ensure that learners have access to a high quality of education supported by appropriate technology, and that they are supported to develop the knowledge and skills required to contribute optimally to our economy and society in the future.
The successful candidate will have:
Experience of leading the management of Digital / ICT functions for a large organisation and preferably experience in ICT delivery within a complex sector;
Leadership experience and a proven high level of management and organisational skills with the ability to develop teams and manage staff based in a number of locations and to influence senior management across the Department and in other organisations;
A proven ability in relation to resource allocation and financial management in a resource constrained environment;
Extensive and successful experience in the anticipation and management of digital transformation and change: this includes the ability to drive and develop dynamic innovative change in a complex, fast-moving environment;
A proven track record of programme and project management including governance, problem solving, risk management, and stakeholder management.
