We are innovators, committed to redesigning and improving public services to fulfil our purpose to impact a better future by "Bringing National Visions to Life".Your OpportunityWe are currently bidding for a prestigious new project in Riyadh, Saudi Arabia, and we are looking for an Estimation & Measurement Manager who will support the Quantity Surveying Manager tasked with advising on operational costs, budget planning, as well as cost consulting and control.The purpose of the project under this contract is to provide consulting and management support to a Ministry in KSA with the necessary tools to manage and maintain assets and facilities, through improving activities to meet service requirements, developing business strategies that ensure reducing costs of the life cycle of assets, and improving practices to increase efficiency and effectiveness. The scope includes the provision of consulting, technical, management, and administrative support for facilities and asset management works.The ideal candidate should have:Good time management and organisational skills.Ability to handle confidential information appropriately.Ability to liaise in a professional manner with staff at all levels in the organisation and with external parties.Ability to develop self and contribute to the development of others across the Team.Excellent communication skills, both written and verbal.The ability to manage multiple tasks efficiently and work productively in a fast-paced, team-oriented environment.Strong analytical and strategical skills.Key AccountabilitiesPreparing cost estimates and allocation tables.Cost estimation reports, including cost estimates in the context of contractor claims and prices.Providing initial advice and preparing the framework in the context of value engineering opportunities.Providing initial cost analysis information for estimating purposes.Developing and setting standards for how to calculate the estimated cost, numbers of workers, quantities of consumables, spare parts, and detailed elements of operational contracts.Establishment of the estimated prices for each client request.Records and tracks the action and produces estimates to assess impacts in terms of cost.Prepare cost estimates (or cost range) for potential changes based on input from the parties that will be making the change.Estimate the cost of completing the outstanding services or works and submit a recommendation for the value.Lead the process of estimating project costs, including materials, labor, and overhead.Collaborate with team members and managers to gather relevant data for accurate estimations.Conduct benchmarking and analysis of historical project data to inform future estimations.Identify areas for cost reduction and efficiency improvements.Work closely with clients to understand project requirements and expectations.Provide transparent and detailed explanations of cost estimations to clients.Stay informed about industry trends and best practices in estimation and measurement.Implement process improvements to enhance the efficiency and accuracy of estimation processes.Lead a team of estimators and measurement specialists.Ensure that estimations comply with relevant laws, regulations, and industry standards.Implement quality assurance measures to uphold accuracy and reliability in estimations.Accountable for the accuracy and reliability of project cost estimations.Responsible for managing and optimizing project budgets through effective cost control measures.Develop and implement standardized methods for quantifying materials and measuring work.Ensure consistency and accuracy in the measurement of quantities for project elements.Utilize estimation software and tools to enhance accuracy and efficiency in the estimation process.Specific RequirementsBachelor's Degree in relevant field is mandatory.Minimum 10 years of related experience.Practical experience in the Kingdom of Saudi Arabia.Experience in quality services and studies.Public sector experience.Experience in measurement and estimation.In-depth knowledge of estimation/cost planning methods, concepts, and tools.Exceptional analytical and problem-solving skills.Excellent communication and presentation skills.Ability to interpret and analyze large volumes of data in a concise and accurate manner.In-depth knowledge of financial and costing reports.What's in it for you?Competitive monthly pay and allowances that are commensurate with the role and industry standards.Comprehensive medical insurance coverage and life insurance.Competitive leave benefits that exceed industry standards.Annual airfare allowance for expat colleagues.Supportive work environment fostering a positive Safety-First culture.Access to wellbeing programs and platforms.Opportunities for growth and variety in career paths.Join UsAt Serco, we believe there is a place here for everyone.
