Job Overview:The Learning and Development Officer is responsible for ensuring the accurate completion of all administrative actions required in relation to the maintenance of Management Control and Skills Development Elements on the BBBEE Scorecard. This role also oversees the rollout and successful execution of the annual training budget. Reporting to: Snr HR Manager Minimum Requirements:Matric/ Grade 12 National Diploma/ Degree in Human ResourcesRegistered Skills Development Facilitator/ Coach and Mentor/ Assessor and Moderator3+ years within a Learning and Development Officer/Co-ordinator roleKnowledge of working with SETA and relevant stakeholdersKnowledge of processing and submission of WSP and ATR'sComputer literacy with Excel-Intermediate levelStrong communication skillsExperience with BBBEE systemValid driver's licence (code 08) Added advantage-experience working in the Automotive industry  Main Responsibilities:BBBEE Administration:Attend to all administrative functions relevant to the Mangement Control and Skills Development Elements on the BBBEE ScorecardParticipate in annual BBBEE auditTrack the BBBEE skills progress against plan on a monthly basisPropose skills programmes to maximise BBBEE points Learning and Development, succession co-ordination and Reporting:Oversee the rollout and successful completion of the annual training budget once confirmedResponsible for the compilation and submission of the company WSP and ATR annuallyAssist with the preparation of individual training and development plans to address business and individual needsCoordinate learnership programmes in accordance with applicable budgetsProvide input into talent and skills development policies and proceduresCreate and update the Learning and development calendar for the yearConsolidate talent and succession plans and work closely with Snr HR ManagerProduce timeous reports and analyses identifying training gaps and remedial actionsProduce and maintain large volumes of accurate electronic and manual learning and development records in compliance with organisational policies and procedures ensuring that record keeping is up to dateParticipate in audits and ensure recommendations are actionedResponsible for co-ordinating meetings and interaction with site management to develop training plan that aligns to each sites Employment Equity:Participate in the implementation and utilisation of equity related processesCo-ordinate Transformation Forum meetings and consult with all stakeholders SETA Management:Manage learners and learnerships through the SETAProvide administrative support in the skills development levy claim processPerform programme planning, co-ordination and qualification development within the SETA frameworkBuild and Maintain strong relationships with the SETA Talent pipeline (Bursaries, Interns, Apprentices, Company assisted studies):Provide input and partake in the process of selection, appointment and development of the bursary students, interns and apprenticesBuild relationships with relevant universities and learning institutions to enable the delivery of quality interventions for studentsMonitor student resultsProvide support to employees with regards to the company assisted studies processDiscuss with external suppliers and facilitators on specific requirements of the learning and development intervention and source details, as defined in the training strategy, in order to meet organisational, departmental and individual development needs. (evaluate the programmes using accepted criteria)Provide technical expertise on external industry committees and bodies
