Deputy Chief Executive - Policy at Ministry of Transport, Wellington - Wairarapa

  • Permanent Full-Time role leading the Policy Group

  • Previous policy and senior leadership experience is required
Senior Leadership role, delivering the Policy group's strategy and functions through the provision of robust and pragmatic policy advice and empowering people leadership. Te ManatūWaka, Ministry of Transport, is the system leader for the transport sectorwhether it's on land, at sea, in the air, or connecting Aotearoa to the world. We are the government's principal adviser on transport policy, regulation and investment and play a crucial role in ensuring the transport system is working to improve the prosperity for New Zealanders. The Ministry's key responsibilities include providing policy advice to Government including the development of investment and regulatory settings, legislative advice and Crown agency governance, accountability, and performance. As a Deputy Chief Executive, reporting to the Chief Executive and a member of the Senior Leadership Team, you will work closely with your SLT colleagues in an environment of constructive challenge and collective accountability. Key responsibilities include.
  • Help deliver the Ministry's purpose and enhance collective leadership
  • Lead and inspire a performance driven culture across the Ministry including through periods of ambiguity or change
  • Manage budgets, monitor expenditures, and implement cost-saving strategies
  • Ensure effective leadership of direct reports including performance conversations, mentoring and ongoing development.
The Policy Group was recently established when the Ministry implemented a new structure and operating model that positions us well to support and deliver the Governments priorities. The Policy Group leads the provision of robust and pragmatic policy advice on many of our key priorities, translating long term strategic priorities into practical policy interventions. You will have accountability for seven teams comprising of: Urban Development & Public Transport Freight & Supply Chain, Environment, Emissions Reduction Plan 2 Development, Aviation & Maritime, Civil Aviation Act Implementation, and Resilience & Security. The group has a broad set of responsibilities, with a mix of policy, regulatory and operational functions. Your specific areas of responsibility include shaping and driving reform of the aviation system, to accommodate the use of new technologies and business models and improve user experience, to lead the provision of transport's advice on the Government's Emissions Reduction Plan and advise on the efficiency and effectiveness of public transport delivery in New Zealand including options to improve value for money. You will also be responsible for the Ministry's transport response team, and the senior responsible person for transport's emergency management systems. Te wāhi ki a koe | What you'll bring
  • Success and proven results in a senior policy leadership role in a complex organisation or environment and an authentic, visible, engaged style of people leadership to foster an environment for innovative thinking and results-focused behaviours
  • Expertise in the development and provision of future focussed robust and pragmatic policy advice with demonstrated experience developing and maintaining trusted relationships with and influencing Ministers and other political representatives
  • Extensive senior management experience from within the public sector and highly developed leadership skills with proven experience in leading and managing high performing teams across a range of functional areas
  • Ability to manage internal and external relationships and communicate complex ideas
  • The understanding of Te Reo, Tikanga and Matauranga Māori
  • ATop Secretclearance or the ability to obtain and maintain this level of clearance required
