Job Purpose To set digital budgets and plans based on developed digital strategy, design the governance model for all digital transformation initiatives, and monitor expenditures on digital services to ensure compliance to the budget and the strategy's targets. Key Duties and Responsibilities Functional Responsibilities:

  • Develops the digital governance framework, policies, procedures and guidelines to ensure alignment between different stakeholders, customers, entities, and RCU management regarding digital projects.
  • Performs budget re-forecasting periodically and develop insights on corrective measures to meet the annual budget.
  • Develops financial and budgeting controls for digital transformation and Smart County initiatives/ projects/ programs and ensures adherence to those controls when executing those programs.
  • Reviews budget estimates on digital transformation projects/initiatives received from project teams to assess compliance with approved annual plans.
  • Directs the analysis of monthly trends of key expense drivers and recommends solutions to enhance the accuracy of financial forecasting and budgeting logic and tools.
  • Assist in the development and revision of budget change request processes (e.g. increase and transfer) and take corrective actions in line with the internal authority matrix.
  • Prepares financial reports including financial results and variance analysis for costs to help ensure that critical issues are identified and appropriate recommendations are carried out.
  • Monitors performance indicators against digital strategy targets, and provides improvements to governance framework accordingly.
  • Communicates with internal and extremal stakeholders in RCU digital ecosystem and Smart County on compliance to governance tools and results driven digital activities.
  • Collaborates closely and ensures alignment with the Finance sector in order to maintain the efficiency and to enhance the success of any financial undertaking.
Managerial Responsibilities:
  • Contribute to the sector’s short-and long term strategy from the Department's perspective in line with RCU overall vision and mission.
  • Develop the Department's strategy, objectives, KPIs annual operational plans and ensure plan execution is meeting the targets.
