A. Job Purpose:
Execute assigned projects (OPEX and CAPEX) related to Instrumentation, Tank Gauging/Inventory Management Systems, Custody Metering Systems Package Control Systems, Machine Condition Monitoring Systems etc. from inception to satisfactory operation in service as per Company Standards and requirements, Departmental procedures, established health, safety and quality standards and recognized industry best practices.B. Key Result Areas:
- Resource Management:
Provide guidance and check progress of designers and field supervisors to ensure completion of assigned projects as per scheduled time and budget.
- Quality Control & Assurance:
Maintain integrity of engineering documentation by ensuring that relevant Company standards and industry best practices are followed for delivering high quality engineering outputs. Carry out 3rd party audits of Custody Metering Systems and Tank Gauging/Inventory Management Systems in coordination with Operation/Maintenance Departments and other stakeholders.
- Cross Functional Activities:
Provide Engineering inputs for planning and execution of planned process unit T&Is for instrumentation projects. Participate in vendor evaluation and pre-qualification process. Review Instrument Engineering Standards and Design Guidelines.
- Project Management and Engineering:
- Directly manage and implement justifiable projects after obtaining Company approvals.
- Prepare detailed specifications and designs in accordance with the relevant industry codes and company standards. Procurement activities for instruments in liaison with Procurement Department.
- Carry out projects in compliance with Chevron Project Development and Execution Process (CPDEP).
- Review the designs carried out by the Designers in accordance with the relevant Company standards and industry codes to ensure adherence to functional requirements and provide reasonable return for the investment made.
- Engineering Support:
Participate in Front End Engineering & Design of Engineering projects. Represent the Instrumentation Section in incident investigations to propose recommendations for solving identified problems on a need basis.
- Process Safety Management/Life Cycle Management:
- Participate in Management of Change (MOC) Review, HAZOP, CHAZOP, and SIL Studies related to projects to ensure safe working and operating conditions in the plant.
- Obsolescence management to ensure that the Instruments are replaced promptly before the end of their life cycle with proper Business Case justification.
- New Technologies:
Assist Senior Engineer in conducting field trials and implementation of new technologies in relevant applications.
- Communications and Working Relationships:
- Internal:
Good communication skills. Communicate with Senior Engineer to seek approvals and guidance and to report work progress. Interacts with Engineers and other support staff within the Section and Department for work coordination. Maintains good working relationship with personnel from other Divisions / Departments / Sections to complete the assigned task.
- External:
Liaise with Vendors, Contractors, 3rd party Auditors and Consultants in establishing good business relationship.
- Internal:
Requirements
- Minimum Bachelor’s Degree in Instrumentation and Control Engineering or equivalent.
- Chartered Engineer or equivalent
- Minimum 10 years of experience in the oil refining, oil and gas production and/or petrochemical industries of which at least 5 years in design and detailed engineering of projects handling Instruments and Control Systems. Experience in Maintenance would be an added advantage.
- A thorough knowledge of American and European design codes and standards covering equipment and installation in hazardous areas.
- Good interpersonal and communication skills, both oral and written.
- Ability to write clear and concise reports, letters, proposals and memoranda.
