There is an increase of violent attacks and acts of extremism, which continue to hinder UNDP's programmes and activities.The threat against the United Nations, and by extension to the Agencies, Funds and Programmes of the UN system, transcends borders and requires a broader approach to security risk management.This context necessitates that UNDP develop and maintain a responsive and client-oriented approach to management of security activities complementing the UN Security Management System, and addressing the UNDP-specific reporting, risk mitigation and associated efforts to protect our personnel and eligible family members, and assets, while enabling UNDP's programs and operations.**Responsibilities**:The incumbent will provide field security support to the Regional Bureau for Arab States (RBAS), the Regional Hub Amman, and Country Offices (CO) as required. Reporting to the Director of the Security Office in the Bureau for Management Services (BMS), the RSA will focus on providing support and advice to the Director Regional Bureau, the Manager of the Hub, the Resident Representatives, Deputy Resident Representatives/ and managers through Sub-Regional Security Specialists and Senior/Field Security Specialists, where applicable. The RSA will liaise directly with the Regional Bureau (RB) and Resident Representatives on security related issues.The RSA will collaterally serve as the Security Focal Point for RBAS, providing direct and continuous support to the security risks management activities within the Bureau, and the responsibility and accountabilities related to the function, including reporting, oversight and guidance/advice.The RSA will be supported by Sub-Regional Security Specialists, Senior/Field Security Specialists, National Security Officers and Country Office Security Associates, for which s/he will have technical oversight.S/he will enable UNDP programme delivery while ensuring the safety and security of UNDP personnel and eligible family members, while working closely with other UN Security Management System (UNSMS) organizations, including the UN Department of Safety and Security (UNDSS), and within the UNSMS and UNDP's security policies and frameworks.1. Enabling Programming through Security Risk ManagementServe as the Security Focal Point for RBAS, providing security policy guidance and security management support to the Regional Director, CO management teams in the region, enabling effective programme planning, implementation and delivery within the framework of all UN security policies and procedures.To protect and minimize the risk to UNDP staff, project personnel, property and operations in all locations and at the same time enabling UNDP programme delivery throughout.Ensure the mainstreaming of security into all levels of programme design, implementation and delivery through the substantive monitoring of ongoing and future projects and programmes, providing innovative and proactive support, direction and solutions where required.Review the impact of current, as well as future potential security factors and trends on UNDP planning, programme design and delivery, as well as the possible impact that programme design might have on the safety and security, ensuring that possible support measures are identified and improvements are implemented.Liaise with other UNSMS organizations and other stakeholders with the aim of ensuring coordination and collaboration of the actors of the UNSMS within the region.Undertake security assistance missions to countries within the region with the aim to determine regional and country specific UNDP security requirements in support of regional UNDP initiatives.Assist/provide inputs to the UNSMS in preparing a comprehensive threat and risk assessment of the region, which is to include all locations where UNDP staff members, eligible dependents and equipment are present.Follow up on the implementation of security recommendations to COs.2.
