**Head of HR ELI Cluster****Scope**: Responsible for leading the Human Resources for ELI Cluster (Egypt, Lebanon, Jordan, Iran, Iraq)**Overall Accountabilities**:- Translates business strategy (as per horizon scan) into cluster HR strategy - workforce plan- Delivers effective HR service which is customer service-focused and business-related- Implements HR policies and practices so that present and future requirements are met effectively- Mobilizes staff through alignment initiatives and motivational programs- Improves affiliate team effectiveness and engagement through HR influence- Creates purposeful Amgen culture for all staff**Responsibilities**- Acts a lead for development and implementation of HR Strategy and HR Operating Standards- Drives Amgen's HR processes/ programs/employee life cycle events (e.g. onboarding, talent acquisition, employee relations, talent management, etc.)- Ensures a clear understanding of HR procedures-policies, and monitors compliance with local regulations (labor law, tax, etc)- Understands business model and key business priorities to ensure HR initiatives add value to business goals.- Acts as a key advisor on organizational design initiatives.- Manages organizational scale, productivity, workforce planning as well as HC and L&B commitments. Ensures compliant data & systems management.- Ensures accurate and compliant pay (including payroll) and benefits administration - annual reporting of eligible earnings.- Partners with sales management in supporting sales force effectiveness.- Collaborates with C&B on competitive total rewards set up- Coaches Cluster Management Team and all people managers to improve their management capabilities to own Amgen's human capital development.- Develops engagement plan & actions to create purposeful Amgen culture for management and staff members, mobilizes all staff through alignment initiatives and motivational programs.**Outputs**- HR strategic agenda and initiatives based on business objectives- Annual calendar of HR programs relevant to local management and staff members- Annual HC planning- MAP performance rating distribution that meets corporate guidelines- Talent review and succession plans- Sales incentive plan and communication to sales group- Horizon Scanning- Policies, procedures, and associated documents for compliance to local rules (labor law, tax)- Engagement Survey action plans- Quarterly HR metrics dashboard for business review meetings**Qualifications & Experience**- University Degree in Business Administration, Psychology, Sociology, HR, or similar degree;- 10 or more years of experience covering a variety of functions such as rewards, staffing, training, employee relations;- Fluent in both local language and in Arabic and English (French is a plus) both oral and written- Multinational company experience in a matrix environment- Pharmaceutical experience is preferred**Competencies**- Serves as a role model and resource to others in promoting open, honest and cooperative relationships across the organisation- Demonstrates strategic agility, sets priorities in line with business requirements- Leverages expert HR functional knowledge and continuously expanding business acumen- Mentors other team members in issue resolution and decision making- Coaches on how to communicate effectively; consistently communicates in a manner that is appropriate to the situation- Openly promotes leadership and cooperation across the organisation; actively works to remove barriers to collaboration- Motivates others to change efforts by focusing on shared values and goals- Provides frequent and on-going feedback that is specific, insightful and timely, works to address gaps in performance quickly and in their earliest stages- Drives for results; encourages decisions, processes and outcomes of the highest quality- Leads by example; demonstrates managerial courage and serves as a role model for the Amgen ValuesJoin UsIf you're seeking a career where you can truly make a difference in the lives of others, a career where you can work at the absolute forefront of biotechnology with the top minds in the field, you'll find it at Amgen.Amgen, a biotechnology pioneer, discovers, develops and delivers innovative human therapeutics.
