About the Job The HSE Officer – Façade is responsible for ensuring that all health, safety, and environmental (HSE) regulations are strictly followed during façade installation, maintenance, and construction activities. This role focuses on risk assessment, hazard mitigation, and regulatory compliance to prevent workplace accidents and ensure a safe working environment for employees involved in façade work, such as glazing, cladding, scaffolding, rope access, and suspended platform operations. In addition to conducting safety inspections, enforcing PPE usage, and implementing fall protection measures, the HSE Officer collaborates with engineers, contractors, and facility management teams to develop and maintain safe work procedures, emergency response plans, and site-specific safety policies. By ensuring compliance with OSHA, NEBOSH, ISO 45001, and local building safety codes, this role plays a critical part in minimizing risks and ensuring safe façade operations in high-rise and commercial buildings. Roles, Responsibilities, and Duties Health & Safety Compliance Ensure that façade installation, maintenance, and construction activities comply with OSHA, NEBOSH, ISO 45001, NFPA, and local building safety codes. Risk Assessment & Hazard Identification Conduct site-specific risk assessments for façade-related hazards, such as fall risks, glass handling, heavy material lifting, and structural safety. Work at Heights & Fall Protection Management Ensure proper fall prevention systems, scaffolding safety, rope access safety, and suspended platform operations are in place. Permit-to-Work System Enforcement Monitor and approve work permits for high-risk façade activities, such as crane lifting, rope access, and glazing installation. Scaffolding & Rope Access Safety Inspect and approve scaffolding, cradles, and suspended platforms, ensuring safe installation and operation. PPE Compliance & Safety Equipment Inspection Ensure all workers use the correct Personal Protective Equipment (PPE), including harnesses, helmets, gloves, and eye protection. Emergency Preparedness & Rescue Planning Develop and oversee emergency response procedures for façade-related incidents, including suspended worker rescue operations. Accident Prevention & Incident Investigation Investigate façade-related accidents, near misses, and safety violations, ensuring corrective actions are implemented. Environmental & Waste Management Ensure proper disposal of façade materials (glass, aluminium, cladding debris) and enforce dust and noise control measures. Training & Safety Awareness Conduct safety inductions, toolbox talks, and specialized training for workers handling façade installation and maintenance. Coordination with Engineers & Contractors Work closely with façade engineers, project managers, and site supervisors to ensure safety measures are integrated into project planning. Regulatory Audits & Documentation Maintain records of HSE inspections, safety reports, compliance documentation, and permit-to-work approvals for façade operations. Ensuring Compliance with HSE Regulations Enforce OSHA, NEBOSH, ISO 45001, NFPA, and local building safety codes related to façade installation and maintenance. Ensure all façade activities comply with work at height regulations, scaffolding standards, and rope access safety guidelines. Conducting Risk Assessments & Hazard Control Perform site-specific risk assessments for façade-related hazards, including fall risks, glass handling, suspended platforms, and structural stability. Implement and monitor mitigation measures to minimize workplace accidents. Supervising Work at Heights & Fall Protection Measures Oversee fall prevention systems, ensuring all workers use proper harnesses, lifelines, and anchor points. Inspect suspended platforms, cradles, scaffolding, and rope access operations before and during use. Managing the Permit-to-Work System Review and approve work permits for high-risk façade activities, including glazing, cladding, rope access, and crane lifting. Ensure contractors and workers follow safe work procedures before permits are issued. Inspecting Safety Equipment & PPE Compliance Conduct routine inspections of safety harnesses, helmets, gloves, eyewear, and other protective gear. Ensure compliance with façade safety protocols, including manual handling of heavy glass and aluminum panels. Emergency Preparedness & Rescue Planning Develop and conduct emergency rescue drills for incidents involving suspended workers, scaffolding failures, or falling debris. Coordinate with fire and rescue teams to establish effective emergency response procedures. Investigating Accidents & Near Misses Investigate any façade-related incidents, document findings, and implement corrective and preventive actions. Prepare incident reports and ensure compliance with regulatory requirements. Training & Safety Awareness Programs Conduct safety inductions, toolbox talks, and specialized training for workers handling façade systems. Train workers on safe manual handling of façade materials, emergency procedures, and hazard recognition. Coordination with Project Teams & Contractors Work closely with façade engineers, project managers, and site supervisors to ensure safety measures are integrated into project planning. Ensure all façade contractors adhere to site safety protocols and legal requirements. Environmental Health & Waste Management Ensure proper disposal of façade materials such as glass, aluminum, adhesives, and insulation debris. Implement dust and noise control measures to minimize environmental impact during façade installation. Regulatory Compliance & Documentatio n Maintain records of HSE inspections, risk assessments, safety reports, and compliance documentation. Ensure permit-to-work approvals, scaffold inspections, and work-at-height logs are updated and accessible for audits. Qualification:
- Degree or Diploma in Engineering, Science or Occupational Health and Safety
- Minimum NEBOSH International General Certificate (IGC) in Occupational Health and Safety or equivalent Level 3 certification
- IRATA Level 3 certification or equivalent
- Preferred ISO 9001; ISO 14001 and ISO 45001
- A valid UAE driving license is a must.
- 3–7 Years of Experience
- Proven experience in supervising health and safety measures for façade installation and maintenance projects.
- Conducting risk assessments, site inspections, and safety training for façade workers.
- Managing permit-to-work systems for high-risk façade activities, including scaffolding, rope access, and crane lifting.
- Strong knowledge of OSHA, NEBOSH, ISO 45001, NFPA 99, and local work-at-height safety regulations.
- Investigating façade-related incidents, documenting findings, and implementing corrective actions.
- Experience working with contractors, engineers, and project managers to enforce HSE policies.
