Key Job Accountabilities This job/position requires contribution into key aspects of Qatar Energy LNG Repair of Subsea Pipelines and sleepers project. The Senior Construction Engineer has a significant impact on COMPANY subsea pipelines' safe and reliable operation to ensure continued offshore gas availability with no outages due to installation and integrity aspects. Experienced and self-motivated, the Senior Construction Engineer should possess extensive knowledge in construction, installation, and repair methods of subsea pipelines for brownfield Oil & Gas/offshore/Subsea/facilities. The engineer shall have the construction capabilities to manage the construction phase and provide support to other disciplines/company assets. Responsibilities include:

  1. Provide inputs to engineering for detailed engineering studies and EPC.
  2. Propose various solutions related to pipeline engineering and review technical/construction documents to ensure compliance with drawings, design, and company specifications and standards.
  3. Ensure compliance with COMPANY systems and processes, including the Qatar Energy Project Management System (PMS), and maintain support and adoption of all processes.
  4. Prepare plans and work schedules that ensure effective completion of projects.
  5. Assist PMT in meeting PMS expectations requirements in terms of construction.
  6. Support Constructability Reviews, Brownfield Planning & Verification Checklist & Site Verification Exercise.
  7. Review construction work plans, pre-task planning, and method statements to ensure comprehensive safety and feasibility for the Subsea pipeline repair project.
  8. Provide company representation in monitoring contractor’s construction-related activities.
  9. Report activities, progress, and areas of concern to the Project Manager.
  10. Participate in appropriate weekly staff meetings.
  11. Monitor, manage, and influence the activities of contractors performing construction work to ensure compliance with project objectives and contractual requirements.
  12. Ensure construction plans are developed in accordance with COMPANY, RLII, RLIII & AKG rules, regulations, and standards, and permit to work procedures as applicable.
  13. Report and record potential change order requests to assist in claims avoidance.
  14. Apply quality management approaches to ensure projects are executed in conformance with the established technical requirements and comply with QA/QC expectations.
  15. Manage fabrication-shop activities and methodologies.
  16. Apply and capture Brownfield project execution lessons learned & best practices.
  17. Prepare and follow up approvals of Construction Interface Agreements and eMOCs.
  18. Monitor construction and execution phase, confirm mechanical completion activities MAC, safety, and readiness to commence Commissioning PSSR, Start-up, and Hand Over.
  19. Develop and implement plans to ensure that the handover of facilities takes place in a timely and effective manner to support safe and productive operations.
  20. Review and manage criteria for the fabrication and field erection sequences with respect to construction safety in general and SIMOPS in particular.
  21. Assess, implement, and evaluate contractors' construction techniques and adequacy of Contractors SHE or Safety Plan and Project Quality Plan.
  22. Manage offshore Shutdown and Non-Shutdown-based construction.
  23. Lead the preparation, understand, and challenge the schedule estimate basis and assumptions.
  24. Define the activity breakdown level appropriate to the project phase and location (Shutdown and offshore).
  25. Analyze schedule and identify critical path.
  26. Analyze schedule and identify & develop mitigation or special schedule allowance or reserve against risks, uncertainties, or constraints (heat index, offshore bad weather, site access, etc.).
  27. Coordinate to benchmark against historical data & industry norms.
  28. Review FEED and EPC construction deliverables and studies to support the development and/or understanding of subsea pipelines Project.
  29. Ensure full compliance with QG construction and system completion procedures.
  30. Determine Shutdown requirements for repair scopes.
  31. Ensure the Shutdown durations are minimized by providing innovative solutions in pipeline repair executions.
  32. Review and approval of permits.
  33. Involve in incident investigations. Analyze and draw conclusions from incidents, near miss information, KEI, RA, and RCFAs, etc.
  34. Perform Management of Change reviews.
  35. Participate in design and SHE reviews (DRA, HAZOPs, HAZIDs, risk assessments) and verify related risk and reliability, construction/installation issues are closed out.
