About Department and Purpose of the Position NCIS is establishing a new Stem Cell Therapy Hub (SCTH) as part of the expansion of its Specialised Programmes. We are looking for Head of Department, Information System and Technology to design, manage, and monitor our information system and lead a team of specialists who install and maintain hardware and software upgrades. The candidate will oversee the entire operation of the information and technology department. He/She will be responsible for organizing and implementing IT plans, software, and hardware that will support the organisation’s business operation. He/She will work with multi-functional teams/stakeholders on IT data management, computer systems deployment, develop IT system policies and procedures, and provide coaching/training to system users. Key Responsibilities Deploy information technology solutions to support business and GxP operations. Develop and maintain IT policies, procedures, and controls, ensuring all IT systems are maintained in a controlled state and in adherence to NUHS, GxP, and regulatory requirements. Responsible for all GxP/Non-GxP IT systems related administration, operational support activities, system configurations, user access management, performance monitoring, and system downtime management. Key technical contact for business IT requirements. Provide consultation and collaborate with functional stakeholders to support GxP activities and operations related to IT matters. Perform Computer System Validation (CSV) as applicable. Prepare, review, authorize, and execute validation plans and protocols for GMP Software Applications. Review, provide inputs, and/or support executions for IT associated procedures, deviations, investigations, corrective/preventive actions, change controls, and gap assessments. Responsible for projects involving software or security upgrades, data migration, server and cloud storage service management, and infrastructure qualification. Establish Business/IT Disaster Recovery and Business Continuity Plan for IT Systems. Accountable for prioritization, timely resolution of system issues, and escalation of non-conformances. Adhere to data integrity requirements and adopt best practices for documentation. Technical Subject Matter Expert (SME) for internal/external and regulatory audit. Manage direct reports/vendors involved in GxP activities and ensure compliance with applicable cGMP regulations and practices. Key Requirements Minimum degree in Information Technology/Computer Science or equivalent with a minimum of 5 years of relevant working experience. Strong problem-solving, strategic thinking, and analytical skills. Excellent leadership, organizing, communication, and interpersonal skills. Good knowledge in IT technologies, GMP compliance for computerized systems, IT security/risk management, process mapping, and project management. Understanding of manufacturing/engineering operations in a pharmaceutical, biotechnological, or healthcare industry will be an advantage.
