Job title : Programme Policy Officer – Anticipatory Action Evidence Generation Specialist Job Location : Gauteng, Johannesburg Deadline : February 04, 2025 Quick Recommended Links ACCOUNTABILITIES/RESPONSIBILITIES: Under the supervision of WFP’s Regional AA Coordinator, the AA Evidence Generation Specialist will: - Lead the finalization of Anticipatory Action evidence generation initiatives for the recent 2023-24 El Niño activations and 2024/25 drought and tropical cyclones activations in Mozambique and Madagascar. This entails consolidating evidence from national baseline and endline data surveys, cost-effectiveness and return-on-investment studies, and documenting key reflections from the regional and national After-Action Reviews.
- Develop guidance on targeting for Anticipatory Action, drawing on good practices from the different RBJ activations, for dissemination globally, in addition to one other product to be defined with Headquarters.
- Provide oversight, guidance and support to Country Offices on Anticipatory action evidence generation on an adhoc basis.
- Coordinate with research partners / academia and regional partners on Anticipatory Action evidence generation initiatives to ensure high-quality and timely deliverables.
- Lead the timely consolidation and review of the regional inputs of the AA global report 2024 from country offices.
- Provide analytical support and quality reviews to different research initiatives, such as reviewing methodologies and outputs produced, in coordination with other teams at regional and headquarter levels.
- Any other duties as relevant.
DELIVERABLES AT THE END OF THE CONTRACT: - “Anticipating El Nino - A Southern African Evidence Base”: one in-depth publication consolidating evidence and after-action reflections from Lesotho, Madagascar, Mozambique, and Zimbabwe
- One guidance document on good practices for targeting for Anticipatory Action, highlighting lessons learned from across RBJ programmes
- One additional evidence product/guidance document, to be determined in collaboration with the Headquarters Anticipatory Action team
- Regional inputs of the AA Global report 2024
QUALIFICATIONS & EXPERIENCE REQUIRED: Education: - University degree in Disaster Risk Reduction/Management, Climate Change Adaptation, Social Sciences, or related field.
Experience: - Three to five years of work experience in programme, monitoring, knowledge management and/or evidence-generation is required, with a focus on humanitarian preparedness, disaster risk management, anticipatory action, institutional and capacity development. Direct experience working on AA evidence-generation is an added advantage. Previous experience working with international organizations and Disaster Management Agencies/humanitarian actors preferred.
