Design Quality Manager

Who We Are? ONxpress Transportation Partners (ONxpress) were chosen by Metrolinx and Infrastructure Ontario (IO) to enter the Development Phase of the On-Corridor Works project – the largest project in Metrolinx’s GO Expansion. Unprecedented in its scale and complexity, this multi-billion-dollar capital program will transform the GO regional rail network with electrification, more frequent service, shorter journey times and a more modernized system for the Greater Toronto and Hamilton Area. What You’ll Do Here:

• Support the design quality management activities as necessary and implementation of DQMP for a construction/ transit project.
• Monitor the overall Quality compliance level for design activities rendered under ONxpress Civil Design Team
• Ensure and promote that the ONxpress Civil Design Team complies with DQMP in connection with its design activities.
• Ensure that design KPIs are tracked during the design development stage.
• Review the legitimacy of Design Changes raised during the Project Term.
• Carry out internal and surveillance audits of design functions to assess conformance with the contract requirements.
• Conduct surveillance of design submittals to confirm the documents are in substantial compliance with the DQMP .
• Conduct surveillance of Design sub-contractor’s Quality Records for conformance with the sub-contractor’s DQMP and provide direction and feedback.
• Attend audits conducted by the client and QMS ISO certification body.
• Represent the Design/Quality Team on design quality issues at meetings with the Client, third parties and construction staff.
• Reporting to QD and Liaise with ONxpress Civil Quality, Design & Technical teams and Client on quality matters including disposition and timely resolution of non-conformities.
• Determine whether a Corrective Action is necessary to bring awareness of design quality issues to the Engineering manager and Design Team.
• Perform other duties as assigned

Education & Experience:

• Bachelor’s degree in engineering, Business or Quality discipline.
• Must have successfully completed the ISO 9001 Lead auditor course.
• Ten (10) years of design, project management, and design quality experience with 5 years of Design Quality experience overseeing construction/transit project.
• Experience developing Design Quality Management Plans and Procedures to the client & ISO 9001 requirements and standards.

Skills:

• Registered Professional Engineer preferred Strong leadership and management skills
• Ability to communicate design quality principles clearly
• Computer proficiency in Microsoft products and platforms, SharePoint, ACC Cloud and ProjectWise etc.
• Ability to direct and manage team members with day-to-day activities
