What the role is: The Resilience and Engagement Division (RED) helps build a strong society by strengthening social capital and inspiring individuals to contribute to the common good. We do this through three pillars of work: fostering a strong and inclusive sense of national identity; strengthening local-foreign integration; and promoting volunteerism and philanthropy. What you will be working on: The SG Cares Office in RED develops policies and enablers to promote and strengthen volunteerism and philanthropy in Singapore. In the Policy and Planning team, your role includes the following functions: Policy development and review: You will engage stakeholders and scan the landscape in Singapore and abroad to understand the drivers of volunteerism and philanthropy locally and how they compare with the giving context abroad. You will use these insights to inform the review and development of strategies and policies to address barriers to volunteerism and philanthropy or to benefit from new opportunities presented. Strategic Planning & Coordination: As part of the Secretariat supporting whole-of-government platforms such as the SG Cares Steering Committee and SG Cares Coordinating Secretariat, you will shape the agenda to build alignment across agencies on volunteerism and philanthropy initiatives. Programme Development & Implementation: You will work closely with partners within and outside Government to implement policies and develop programmes that strengthen volunteerism and philanthropy. This will include developing digital platforms to reduce the barriers and frictions to volunteering and donating. What we are looking for: At least 5 years’ working experience, preferably in a role that involves policy or programme development. Experience in designing engagements, stakeholder engagement and cultivation, and/or in the social sector would be an advantage. Competencies: Deep Critical Thinking: Excellent analytical skills and the ability to think and reason from first principles with minimal guidance. Distil critical issues and sense-make from a wide range of information, arriving at effective solutions. Data-Driven Analysis and Business Development: Gather and analyse data, translating findings into actionable insights such as identifying new opportunities and emerging trends. Use data to shape the development of policies, programmes and products, for instance, simulating the impact of different options, using data to shape business requirements for a product. Stakeholder Engagement, Including Internal Stakeholders: Identify and prioritise stakeholders based on issue or domain area. Build and sustain relationships with stakeholders. Other Competencies: Excellent interpersonal and communication skills. Strong project management skills.
