Commissioning Telecom & Cybersecurity Lead

Reporting to the Head of Commissioning, the Commissioning Telecom and Cybersecurity Lead is responsible for managing telecom and Industrial control system security (ICSS) cybersecurity commissioning activities during the preparation and execution stage of the Project to ensure objectives are safely met within the approved scope and schedule. Key Accountabilities:
  • Manage all execution of telecom and ICSS cyber activities to achieve commissioning schedule on target with all safety requirements, especially during SIMOPS.
  • Lead execution for commissioning at site (onshore/offshore) and keep commissioning execution committed to targets defined by the project management, maximizing onshore commissioning activities vs offshore.
  • Maintain company strict Cybersecurity requirements/practices as per Company standards and policies, International Cybersecurity standard IEC 62443, and US NIST framework during commissioning/execution.
  • Monitor Cybersecurity implementation for ICSS systems which comprise DCS, IPS, FGS, etc., Control systems for Electrical such as ELICS, and also third-party systems e.g., HIPPS, PLC, etc.
  • Monitor network firewalls, L2/L3/L3.5 network implementation, and troubleshooting.
  • Ensure that the required telecom commissioning spare parts and special tools are available.
  • Act as the focal point for telecom and ICSS cybersecurity commissioning activities for the complete execution stage, promoting and implementing system completion and system completion database at site.
  • Review and approve telecom and ICSS cybersecurity commissioning deliverables provided by EPC Contractor with EPC contract requirements.
  • Assist the Commissioning Division Manager in executing Project responsibilities for system completion, onshore/offshore commissioning, and preservation scope of work while coordinating with system completion engineers, commissioning engineer teams, and preservation engineers.
  • Champion initiatives with the Contractor to deliver on project objectives, i.e., safety, quality, cost, and schedule, and review the contractor’s commissioning execution effort, providing recommendations as necessary.
  • Provide guidance and timely review on the contractor’s commissioning execution plan and processes, verifying fitness for purpose and compliance with contract requirements, including codes and standards.
  • Ensure coordination and communication for site activities with other disciplines such as construction, Hook up and Completion Team, and SHE representatives, providing technical support with contractors, quality, safety, planning, engineering, and start-up/performance testing.
  • Review and propose mitigation for Commissioning aspects of the Risk Management Plan and monitor the mitigation when defined.
  • Review all Commissioning changes, including justification for cost and schedule impacts, in accordance with the MOC procedure.
  • Attend meetings as required, mentor trainees to develop their project skills and experience while on site, and maintain a register of lessons learned.
Qualifications:
  • Engineering degree in telecom/cybersecurity or bachelor's degree with a minimum of 10 years experience.
  • Relevant certifications (CompTIA Security+, CISSP, IEC 62443, etc.) are a plus.
  • Windows server administration MCSE/MCITP.
  • Network professional certifications such as CCNA/CCPN or any recognized vendor-specific certifications.
Knowledge and/or Experience:
  • Experience in commissioning execution of Telecom equipment packages such as RADIO (UHF/VHF, VHF MARINE), AIS, RACON, Access control, PAGA, Data LAN & WAN, Meteorological, CCTV, Telephone, etc., including interface work with other contractors.
  • Hands-on experience with ICS (Industrial Control System) Network and Cybersecurity (familiarity with IEC62443 will be advantageous).
  • Experience with network firewalls, L2/L3 network implementation, and troubleshooting.
  • Experience implementing End-Point security and system backup solutions.
  • Experience as an interface focal point with multiple contractors during preparation and execution phases, including SIMOPS.
  • Experience managing EPC contractors, sub-contractors, and vendors involved in oil and gas projects at various locations.
  • Familiarity with system completion databases ICAPS and OPERCOM methodology.
  • Worldwide commissioning experience with contractors or companies involved in commissioning and start-up support of offshore production facilities.
  • Application and in-depth knowledge of stakeholder specifications, International standards, and a working knowledge of Industry standards.
  • Conversant with ATEX/IEC regulations.
