What the role is: The Early Childhood Development Agency (ECDA) serves as the regulatory and developmental authority for the early childhood (EC) sector in Singapore, overseeing key aspects of children’s development below the age of 7, across both kindergartens and childcare centres. ECDA is an autonomous agency jointly overseen by the Ministry of Education (MOE) and the Ministry of Social and Family Development (MSF), and is hosted under the Ministry of Social and Family Development. The Regulation and Licensing Branch is involved in the regulation of Early Childhood Development Centres in Singapore to ensure compliance with the Early Childhood Development Centres Act and Regulations. The Early Childhood Development Centres Act and Regulations seek to raise the quality of early childhood care and education in Singapore. What you will be working on: This is an enforcement role, where you will investigate incidents in preschools and take regulatory actions for lapses of the Early Childhood Development Centres Act and Regulations. You will be involved in the following key areas: Investigate allegations of possible breaches of the Early Childhood Development Centres Act and Regulations; Take regulatory actions for non-compliance of the Early Childhood Development Centres Act and Regulations; Handle Written Representations related to the regulatory actions served; Be involved in initiatives to implement quality measures to raise the standard of early childhood care and education in preschools. What we are looking for: At least 2-3 years’ experience in investigation, enforcement or quality assurance work. Strong analytical and problem-solving skills, possess an inquiring mind, and meticulous with a keen sense of observation. Resilient and with good time management skills to manage a range of work tasks with specified timelines (e.g. conducting interviews and centre visits, assessing appeals). Good command of English and strong written and verbal communication skills. Ability to conduct interviews in vernacular languages (e.g. Mandarin) and translate statements into English would be an advantage. Able to communicate with and manage different parties, including preschool operators, educators and parents, and to adapt investigative techniques to cater to various situations. Skills in interviewing young children will be an advantage.
