Manager, Safety, Security & Quality, BPLRT Job Purpose The Manager is to act as key point of contact to BPLRT and Trains Safety, Security & Quality division in all aspects of implementing, maintaining and continuous improving on the Safety, Security & Quality Management System within BLPRT for operation, maintenance, and service excellence. She/he will work on improvement projects that implement Quality Management Framework, Trains Compliance Framework and Competency Management Framework across all departments within BPLRT and align with Trains strategy. Responsibilities Oversee internal processes and procedures to ensure compliance to internal and external Quality and Safety standards and policies. Manage the quality-related reports and other documentation on safety, security and quality. Oversee the review of documents such as Quality Procedures (QP), Operation Procedure (OP), Work Instructions (WI) etc. and ensure it is timely carried out and completed as required. Provide support and coordination with various stakeholders for audits external to BPLRT (e.g. ISO and LTA audit). Provide regular Quality & Safety updates to BPLRT management and Rail Maintenance/Rail Operation Groups senior management. Develop, implement and manage the audit/safety plan and work with the Line departments to conduct the regular internal audits to ensure quality and safety standards are met and maintained by the Line. Monitor findings from audits and checks conducted by the line itself, as well as from audits and checks conducted on the line. Ensure closure of findings with implementation of adequate control measures and actions. Work with process owners to review the processes and systems on a structured and continuous basis to identify improvements to be made. Work with process owners to develop an adequate self-check program carried out by the ground leaders (Managers, EMMs and Engineers etc.) Ensure the results of the audits and inspections along with the findings are reported to respective Line and Trains Quality Management Meetings. Promote awareness and updates on Quality and Safety topics via various means e.g. staff engagements, meetings and electronic media (e.g. Workplace). Provide regular updates relating to quality and safety matters and ensure updated information is timely communicated to all. Manage, hire, train and evaluate staff in the Safety, Security and Quality Office (SSQO). Oversee Continuous Improvement activities and work with Kaizen Representatives to update management on Kaizen project submissions and saving status. Qualifications & Work Experience Bachelor’s degree required in engineering or management discipline. Minimum 5 years of experience in Safety, Security & Quality. Knowledge of Operating, Maintenance and Rules and Regulations governing the railway industry. Experience in operations & maintenance environment or railway industry is preferred. Fundamental Knowledge of mechanical, electrical systems and processes is preferred. Strong knowledge and experience in Quality Management System, preferably knowledge in Integrated Management System consisting of Quality, Asset, Health & Safety and Environment System. Must be able to communicate effectively with colleagues and staff at all levels, and with internal or external customers such as operation and transport authority officials. Highly developed team facilitation and leadership skills. Ability to influence individuals and teams to achieve desired goals and objectives. Skills Trained and competent on Quality Tools. Trained and competent on safety such as Work-At-Height, Confined Space, PPE & RA etc. Familiar with continuous improvement tools such as Kaizen. Certified Q&HSE internal auditor or lead auditor. Preferred if candidate has qualification with Certified Quality Engineer (CQE) or Certified Manager of Quality/Organization Excellence (CMQ/OE). #J-18808-Ljbffr
