Assistant Manager (HR Business Partner) Reporting to the Assistant Director, you will partner with the Heads of Departments (HODs) and work closely to provide HR guidance, support, and service delivery in key areas such as manpower planning, talent acquisition, HR operations, and employee relations and engagement. Responsibilities: Manpower Planning, Analytics and Reporting Partner with the HODs in the projection of manpower establishment, analyzing current manpower inventory and making future manpower forecasts to generate meaningful insights and drive actions. Provide effective manpower data analysis reports to stakeholders, such as hiring reports, employee attrition and retention reports, absence and leave reports. Talent Acquisition & HR Operations Handle the full spectrum of talent acquisition, from seeking manpower requisition approval, shortlisting candidates for interviews, handling salary proposals, and making offers to candidates. Work with both external and internal stakeholders such as the Singapore Medical Council on licensing, accreditation, and registration matters of doctors, and with the Medical Affairs Department on the privileging exercise for Specialists and Senior Resident Physicians (SRP) & above before clinical practice. Communicate and advise on HR policies and implement management practices that align with policies and comply with regulations, regularly reviewing and improving workflow processes & procedures. Manage all onboarding and offboarding matters such as induction for newly hired doctors and conducting exit interviews for doctors who resigned. Prepare reports for supporting departments/overall Jurong departments (as assigned). Manage all HR operational matters relating to your assigned departments, with support from Shared Services (where applicable). This will include renewal of contracts, re-employment, confirmation and transfer cases, changes in appointments, application/renewal of work passes, billing and payment for clinicians’ services (e.g. Visiting Consultant/Locum services). Employee Relations, Engagement & Change Management Conduct and manage fact-finding investigations into workplace misconduct and non-compliance with policy/guidelines and employee grievances, following through on the action plans meted out after the conclusion of the investigation. Provide guidance and advisory support to HODs on employee risk matters, such as managing performance issues, staff counseling, grievance handling, and coaching. Support in providing recommendations for interventions to improve employee engagement. Other Projects / Assignments Support the Reporting Officer in executing process analysis initiatives and propose solutions to improve process efficiency and effectiveness. Any other HR projects when assigned. Job Requirements: At least a Bachelor’s degree from a recognized university. Post-graduate diploma in human resource management or IHRP Certified Professional (IHRP-CP) preferred. At least 6 years of HR generalist experience. Healthcare experience is an added advantage. Proficient in MS Office (MS PowerPoint, MS Excel, MS Word) and Success Factors HRIS or SAP HRIS. Strong knowledge of labor laws and regulations. Ability to work collaboratively and develop strong working partnerships with internal clients and key stakeholders. Confident, independent, dynamic, proactive, people and results-oriented. Excellent communication, writing, interpersonal, and influencing skills. Creative thinker and problem solver with sound judgment. Strong team player. Adaptable and flexible with high drive & commitment.
