Reports to: Chief Projects Officer (CPO) Summary of the Role: Reporting to the Chief Projects Officer, the job holder shall be responsible for leading the Engineering Department in Projects Division for all Engineering aspects including Building Services Engineering & Systems, Civil & Geotechnical Engineering, Environmental Sustainability, Extra Low Voltage (ELV), Building Information Modelling (BIM) as well as Statutory Compliance and Licensing issues of assigned capital projects and/or design studies across the West Kowloon Cultural District (WKCD or the District) to ensure that all the objectives of design quality and timely deliverables, safety, compliance, project cost, time, quality, universal accessibility and environmental sustainability are met. Key Accountabilities:- Supervise and manage a group of professional engineers to provide full Engineering support;
- Facilitate and manage consultants for all submissions to the Buildings, Environmental Protection, Fire Services, Water Supplies, Drainage Services, Transport and Highways Departments and other Government and Utilities Organizations for statutory approvals;
- Oversee and manage all Engineering input to the design and planning process;
- Manage all issues related to the Environment Impact Assessment (EIA) from the Environmental Protection Department;
- Coordinate with the Planning and Design Department in Projects Division to provide CAD and BIM support to the design, construction and future facilities management of the projects and standard upkeep;
- Coordinate with Innovation and Technology Department of Finance Services Division to manage ICT related issues of the Authority;
- Lead the co-ordination with the Civil Engineering Development Department (CEDD) and other Government Departments on the Public Infrastructure Works (PIW) that are entrusted to the Authority;
- Attend meetings and public consultations including Harbour Front Commission, District Council and LegCo as necessary to answer questions about the Authority’s development and seek support for funding application;
- Lead the co-ordination with the Project Management Department in Projects Division for testing & commissioning, practical completion and handover of capital projects to User Departments and District Facility Services Department and closing out defects during Defects Liability Period;
- Lead and manage the Places of Public Entertainment License (PPEL) submission and granting process to ensure the venues fully comply with all the licensing requirements;
- Lead the design and delivery of the District Cooling System (DCS) in WKCD;
- Provide Engineering support on projects that require EIA, Fire Engineering submissions and Energy Management Audit to comply with statutory requirements;
- Be responsible for the performance and management of all Engineering issues across the development, ensuring all technical and quality targets are met as required under various agreements;
- Collaborate with the i) Project Management Department, ii) Planning and Design Department and iii) Special Projects Department in Projects Division to ensure support is given on a timely manner;
- Ensure all Engineering Department’s staff to perform effectively and efficiently and assist in managing the design consultancies;
- Collaborate with Project Procurement and Control Department in Projects Division to establish project budgets and programmes for on-going monitoring;
- Present Engineering issues to the Board, Development Committee and Change Control Committee of the Authority;
- Perform any other duties from time to time as the Authority may reasonably direct.
- A recognized University Degree in Engineering, Building, Project Management or equivalent;
- Recognized qualifications of Member of the Hong Kong Institution of Engineers or equivalent;
- A membership of a relevant / recognised professional Engineering institution(s) or equivalent;
- At least 20 years of post-qualification relevant experience including Engineering design and project management of high-quality building development and/or infrastructure projects, of which 10 years should be in a senior management position;
- Extensive experience, technical expertise, and knowledge in proactively managing the time, cost, and quality issues throughout the design and construction process;
- A thorough understanding of and skill in Engineering design, design management and be technically competent in multi-disciplinary design integration;
- In-depth knowledge of BIM tools and techniques and their application to design and construction projects preferred;
- Excellent oral and written communication skills in both English and Chinese and interpersonal skill.
- Leadership skills in managing large multi-disciplinary Engineering design consultants and contractors, project stakeholders and statutory authorities;
- Effective management skills and technical expertise in Engineering issues of major building development and/or infrastructure projects;
- Planning and organized, strategic thinking, proactive communication and reporting, business and detail focused, creative problem solving, decision marking, team leadership, taking ownership and an attention to detail with strong business acumen and client’s perspective;
- Effective in dealing with Government Departments and Utilities Organizations;
- Effective in managing design development and project risk management;
- Effective and experience in dealing with Government Entrusted Works preferable but not mandatory factor;
- Cooperative and collaborative communication skills with the ability to communicate at all levels are critical.
