Responsibilities:Understand the Road Operation and Management activities, scope tasks, and targets.Road Engineers are responsible for the O&M of all road assets, such as Asphalt works, street lightings, safety barriers, traffic signs, directional signs, highway structures, as well as maintenance of mechanical equipment such as HVAC and passenger lifts.Coordinate with stakeholders for executing operations and maintenance of road networks in coordination with the Management Consultants (MC) and contractors.Plan and program road assets operation and maintenance on the networks.Administer, prioritize, and oversee O&M works on the road network and oversee assignment of maintenance crews. Able to undertake supervisory and inspection tasks (for contract compliance) as assigned by Lead Engineers.Monitor contractor performance (KPI) of awarded contracts to ensure effective performance management, contractor utilization, and safe working practices.Review tender documents for contracting maintenance contracts.Develop cost estimates for contracting maintenance contracts based on the work scope documents.Review tender submissions and evaluation reports and provide recommendations to the concerned Committee on technical and financial aspects.Provide support on commercial matters and risks to the Engineers related to ongoing contracting maintenance contracts.Prepare and provide monthly reports and regular updates to the Section Head and attend meetings as required.Provide reports to the Project Management Office of Assets Affairs on the performance metrics for all section projects.Support team and contractors on compliance with all processes and procedures relating to the Enterprise Asset Management System (EAMS) and other ROMD systems (as appropriate) and processes.Assist the project team in ensuring that road upgrading and maintenance works are carried out to the specified technical standards and that corrective action is taken as needed.Develop the quarterly, annual, and long-term preventative and routine maintenance plans to ensure that the road networks perform to the specified level of operations based on asset management standards and recommendations.Coordinate with the Design Department to develop and implement improvements to existing road networks.Manage the performance of maintenance contractors to ensure adherence to defined SLAs.Raise any issues that require consideration to the road networks Engineering Advisor/Expert for advice on actions/recommendations.Ensure adherence to Health and Safety Policy and Procedures within the section and comply with any new work instructions. Perform other duties/tasks as required.Ability to write project scope of works (tendering/quotation purposes) for new and maintenance works.Skills:Qualification:Bachelor's Degree in Civil Engineering or Engineering field or relevant subject.Certification obtained from North America, West Europe, or Australia.Holder of Chartered Membership in relevant discipline (e.g., Engineering) would be an advantage.Holder of current/valid Qatar Driving License would be an advantage.Experience:Minimum 10 years' cumulative experience of road networks including 3 years managing contractors and leading a team.Experience in operation and maintenance of road assets is a must.Experience in performance-based contracts is an advantage.Experience of working in a multidisciplinary organization, preferably in the Middle East.Knowledge and experience in procurement and contract management.Knowledge of quality road works, environment policies, procedures, and regulations. Ability to deliver and support change.Competent in Microsoft Office Packages, Microsoft Project/Primavera.Ability to influence and engage stakeholders and staff at all levels within the organization.Ability to communicate verbally and in writing in English is mandatory. Ability to communicate verbally and in writing in Arabic is preferred.
