II. POSITION SUMMARY The QAQC Electrical Instrument & Communication Inspector is responsible for ensuring that all field construction and pre-commissioning activities are performed in accordance with the provisions of the Construction Quality Plan and AP Engineering Requirements. III. NATURE AND SCOPE Safety is a very important aspect in all project phases. Travel may be required for this position, including both short and long business trips as needed. IV. DIMENSIONS:

  • Coordinating with site construction electrical Instrument & Communication Engineers and EPC Contractors E&I, Communication Engineers/Inspectors.
  • Working in a Medium-Mega size Solar Project.
  • Multi-project Type: PV Solar, BESS, Sub-station, EHV electrical equipment up to 380 KV.
V. PRINCIPAL ACCOUNTABILITIES An approved QA/QC Electrical Instrument & Communication Inspector has the responsibility and commensurate authority to accomplish the following duties:
  • Reporting to the Lead QAQC.
  • Monitoring and implementation of QMS Procedures, PQP, ITP & method statements, and reporting deviations from management system/contractual requirements of the projects.
  • Performing site inspections to verify that all necessary inspections and tests, as required by the project and statutory regulations, are carried out and appropriate records are updated and maintained.
  • Coordinating quality activities with subcontractors and any other individual parties who may be working on the same site.
  • Coordination with clients/third parties, in accordance with approved ITP, for agreed witness inspections & tests.
  • Coordination with Engineering.
  • Tracking and ensuring close-out of all snags/punch-points within the time frame agreed with the client.
  • Reviewing and performing material receiving inspections as per company and client requirements, applicable standards/specifications, etc.
  • Performing assigned in-process and final products inspections and tests.
  • Monitoring all installation and inspection of electrical instrumentation & communication work with respect to Quality ITPs and Checklists.
  • Evaluating the Factory Acceptance Test Reports.
  • Preparing inspection & test reports of completed inspections & tests.
  • Ensuring all equipment, tools, and materials meet the project quality requirements and that personnel have been adequately trained to use them safely.
  • Identifying non-calibrated equipment and informing Subcontractor QC for expediting arrangements with Calibration agencies for timely calibration of the equipment.
  • Liaising with client representatives concerning quality matters on site.
  • Being conversant with the company QHSE procedures & policies and ensuring that all personnel on the site observe and implement them.
  • Identifying near misses and nonconformities in materials, products, processes, procedures, and reporting them in the near miss/nonconformity report.
  • Verifying the implementation of corrective & preventive actions against nonconformities and reporting results to QA/QC Engineer and line managers, if necessary.
  • Preparing final quality dossiers/test packs and maintaining backups of completed quality dossiers/test packs.
  • Participating in Construction and Mechanical Completion Walkdowns.
  • Submitting weekly reports and requested information/statistics to the Department QAQC Manager.
  • Liaising with the QAQC Manager for all aspects of quality.
Skills MINIMUM REQUIREMENTS AND QUALIFICATIONS
  • Degree or Diploma in an appropriate Engineering discipline.
  • Minimum 8 years QC experience with direct scope description as instrument inspector/supervisor.
  • Knowledge of the ISO-9000 series International Standards.
Essential Qualifications, Experience, and Skills
  • Working knowledge of the National Electric Code/NFPA 70, IEC, or equivalent standards.
  • Thorough working knowledge of electrical and instrument installations including materials, methods, specifications for Solar PV projects.
  • Familiarity with international industry codes and standards.
  • Experience in witnessing and inspecting testing of single and multimode Fiber optic cables/OSP, CAT 6 & 6A, Co-axial cables, and communication hardware.
  • Full knowledge of SCADA, PLC, LAN network cable, Security systems, Video Management Systems & Recording, Hotline & IP Telephone, Public Address, and IT cabinets.
  • Experience in carrying out inspections for Physical Security, CCTV, Access Control System, Radio System, Ethernet, wireless, SDH/PDH system, and weather monitoring systems.
  • Knowledge of the ISO-9000 series International Standards.
  • Knowledge of IEC, IEEE, and other electrical international standards.
  • Strong written and oral communication skills.
  • Strong and effective coordination skills.
  • Organized, disciplined, able to perform under pressure, and manage multiple priorities and parallel tasks.
  • Strong Microsoft software skills, particularly Excel.
  • Report writing skills.
  • Experience working in a multicultural project team.
  • Middle East project experience.
